- Short Term Detention Project Request for Information The Office of the Federal Detention Trustee (OFTD) is issuing a Request for Information (RFI). This is not a solicitation announcement and no solicitation is currently available. This RFI does not commit the Government to pay any cost incurred in preparing any submission in response to this notice. Travel costs will not be paid. Based on past experience, OFDT may need the ability to provide short term detention facilities in support of law enforcement operations (both immigration and criminal) in any area of the country where existing detention space is either not available or appropriate. OFDT is conducting market research to determine what options exist for establishing, activating, and operating short term detention facilities. There is a reasonable probability that these facilities would need to be deactivated and dismantled after the operational need ceased to exist. The number of detainees at facility could range from as few as 100 to as many as several thousand. Average detainee length of stay could vary from less than a week to six months or more. Advance notice for the establishment and activation of a facility could vary from a few weeks to a several months. The facility design would need to be matched to the detained population likely to be generated by the law enforcement operation. Detainees could be criminal or non-criminal administrative immigration cases, minimum to maximum security criminal cases or a combination of all. The type of physical structures might include, but would not limited to, modular units made from a variety of materials, existing buildings that have been temporarily reconfigured, and stretched membrane structures. Infrastructure, including land and buildings, might be furnished by the government or might need to be provided by the vendor. Facilities would need to be established, activated and operated in compliance with appropriate OFDT and/or ICE performance based detention standards. Operators would need to have enough cleared and trained staff to activate facilities on potentially short notice. Innovative, cost effective solutions for addressing this need are encouraged as well as suggestions on what would be the most cost effective business model for the government. The contents of written submission and the results of in-person discussions will be kept confidential and will not be shared with other respondents.
