Description
The Postal Service is seeking Qualification Statements from Design Build Entities wishing to be to be placed on a list of prequalified Design Build Entities for Energy Conservation Projects within the Great Lakes Area of the United States Postal Service. The USPS reserves the right to utilize the prequalification list for projects located anywhere in the geographic boundaries of the Great Lakes Area which includes portions of the states of Illinois, Indiana, Michigan, Wisconsin, and Missouri. Each specific project will include any energy conservation project for an existing Postal Facility in the range of approximately $200,000 to $5 million. Only the most qualified Design Build Entities will be prequalified. To be considered for prequalification, respondents must demonstrate a minimum of 5 years experience and must have completed a minimum of five comparable design/build projects in the area over the past 5 years. Comparable projects for this solicitation are defined as any Lighting or HVAC system upgrades to commercial or industrial buildings with a construction value of $500,000 or more. The Design/Build Entity’s Qualification Statements will be evaluated in accordance with the following criteria listed in order of importance: experience (including design) and references, organization, and safety. Other factors that will be evaluated on a pass/fail basis are: background information, backlog, financial capability, bonding, banking, responsibility, and affirmation. The Postal Service will issue a solicitation (RFP) for each specific project to prequalified firms. The list of prequalified firms will be based upon project type and location for each specific project. Each solicitation will request a fixed price proposal. Prequalified firms will have the option to submit a proposal for one or all of the projects as they become available. Awards of individual contracts will be made to the firm offering the best value to the Postal Service within available funding in accordance with evaluation criteria stated in individual project solicitations. The Postal Service retains the right to: (1) Delete from the prequalified list any firm that is no longer deemed to be responsible or is otherwise ineligible to receive a contract award pursuant to the current Postal Service purchasing policies. (2) Prequalify additional firms that will be eligible to receive solicitations for facilities to be repaired or altered. This right will be exercised when the number of existing prequalified firms is not sufficient to ensure adequate competition. (3) Issue open market solicitations for specific projects when determined by the contracting officer to be in the best interest of the Postal Service. The list of prequalified firms will have periodic maintenance for adding/deleting firms as required with a minimum review annually. Qualification Statement packages are available now and may be obtained by sending an email request to USPS Great Lakes Facilities Service Office, Attn: Michelle Rajzer via email at michelle.a.rajzer @ usps.gov. Qualification statements are due by Monday, September 1, 2009 at 3:00 PM CDT if you intend to deliver in person. If tendering by mail, postmarks no later than September 1, 2009 will be accepted. The completed Qualification Statement should be delivered via one of the many services provided by the Postal Service or hand delivered to Great Lakes Facilities Service Office, Attn: Carolynn Arndt, 62 Stratford Drive, Bloomingdale, IL 60117-7000. Qualification statements will not be returned.
