Description
3 August 2009 This is a NOTICE OF INTENT TO AWARD A BRAND NAME contract for RamanProbe at-line Fiber Optic Probe using Federal Acquision Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen Proving Ground, MD 21005-3013 has a requirement to procure the following items: CLIN 0001 1 each Part number RPS633/12-5. RamanProbe at-line Fiber Optic Probe for use at 633 nm excitation with 10 mm working distance, including: Stainless-Steel Housing, 0.5 inch (12.7mm) diameter, 4.25 inch (108mm) length, Patented micro-optics for beam steering and filtering of the laser line and fiber optic background features (OD 8 at the excitation wavelength), Not immersible, can be heated to 80C, Spectral range 250-3900 cm-1 Stokes (ultimate spectral range will depend upon spectrometer configuation), 5 meters of polymer-encased fiber optic cable, 105um excitation/200um collection fibers with FC connectors, Warning LED (cable includes electrical wires for warning LED), Removable beam attenuator/cover. CLIN 0002 1 each Compact sample holder for the measurement of small vials and cuvets. Can accommodate three sizes of standard glass vials (29, 23, 15 mm diameter) and cuvets up to 1 cm pathlength. Also includes four solid sampling cups for powders, pastes and films. Spring-loaded mechanism shields user from laser light and avoids measurement of ambient light. CLIN 0003 1 each Shipping & Handling Basic and applied research in the area of Raman spectroscopy is currently being conducted using fiber optics with laser wavelengths between the 633 nm the near IR at 1064 nm. Our current 633 Raman system has been modified and needs a new RamanProbe to for correct alignment of the system. The InPhotonics RamanProbe is produced by the manufacturer of our current 633 Raman system and so we need to ensure we have compatibility between the fiber optic probe and the system. The following specifications can only be met by InPhotonics RamanProbe: Micro-optics for beam steering and filtering of the laser line and fiber optic background features to minimize background interference and not obscure the return Raman signal. Also, the equipment needs to be 5 Meters of polymer-encased fiber optic cable, with 105 micron excitation and 200 micron collection fibers with FC connectors. The compact sample holder (PA-SHO2) is designed to fit with the Raman Probe and thus no other holder will work. The intended delivery date for the items is 2 October 2009. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500 employees. All responses received within ten (10) days after date of publication of this notice will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM DST Eastern Time, Thursday, August 13, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in this and future procurements. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
