- The Naval Surface Warfare Center, Carderock Division (NSWCCD) Acoustic Research Detachment has a requirement for Chassis Circuit boards for its LSV (Large Scale Vehicle) Cutthroat.The Cutthroat is a 0.294-scale model of the Virginia (SSN-774) that operates as an unmanned, autonomous submarine test vehicle for evaluating new technologies. The Cutthroat is operated by the Acoustic Research Detachment (ARD) for the Naval Sea Systems Command.This requirement is for the purchase of Chassis Circuit boards consisting of approximately four (4) Formnet boards p/n VMIVME-5565-110000, approximately six (6) Formnet boards p/n VMIPCI-5565-110000, approximately fifteen (15) Analog Input boards p/n VMIVME-3123-140000, approximately five (5) Analog Input boards p/n VMIVME-3123-102000, approximately thirty (30) A/D Converter boards p/n VMIVME-3125-000, approximately thirty-six (36) 16 IRQ input Greensprings modules p/n IP-OPTO_INPUT-16, approximately three (3) 8 RS232 Async Serial Port p/n IP-OCTAL-232, approximately twelve (12) 8 RS422 Async Serial Port p/n IP-OCTAL-422, approximately three (3) 24 TTL Level I/O p/n IP-UD-IE, approximately six (6) 8 RS485 Async Serial Port p/n IP-OCTAL-485, approximately thirty-five (35) Processor boards p/n VMIVME-7807RC-525000, approximately thirty-five (35) Rear Transition modules p/n VMIACC-0586RC-000000, approximately one (1) IO Board driver QNX 6.x p/n VMISFT-9450-013002 and approximat! ely one (1) QNX Software Development Kit for QNX 6.x p/n VMISFT-7435-013000.This is a sole source action that NSWCCD intends to award without providing for full and open competition to GE Fanuc Embedded Platforms Embedded Systems Inc. (GE), 12090 S Memorial Parkway, Huntsville AL 35803-3309., under the statute authority 10 U.S.C. 2304(c) (1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.302-1).GE is the original manufacturer for the circuit boards installed on the Large Scale Vehicle 2 (LSV2) Guidance, Navigation and Control (GNC) system. All the associated components are a part of the integrated GNC chassis and QNX software operating system for the remote I/O (RIO), ship control computer and data recorder system. GE has been the only company to provide these system components, i.e., circuit boards, cards, modules, processor boards, serial ports, and software since the program's inception in 2000. Since they are the original manufacturer, they possess the experience and expertise in their ability to assess compatibility issues in order to determine full operational reliability of these system components and they are able to assess whether the hardware is obsolete and/or non-repairable. These interrelated system components and software meet all of the operational specifications for the LSV2 GNC system. Award will be issued under the procedures of FAR Part 13.5 - Test Program for Certain commercial items. A firm-fixed price order is anticipated. This notice of intent is not a request for competitive proposals or quotes. Interested persons may identify their interest and capability to respond to the requirement or submit proposals or quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. However, all proposals or quotes received within fifteen days after date of publication of this synopsis will be considered by the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
