Description
Clay Roof TilesYellowstone National Park8/3/09 1) GENERAL INFORMATION: This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #Q1574091026. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 327123; Small business size standard: 500 employees. The proposed contract is set-aside for small business concerns. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The anticipated award date is approximately the middle of August, 2009. Address questions regarding this solicitation to Andy Fox at andy_fox@nps.gov or 307-344-2149. 2) STATEMENT OF WORK: Base Line Item: Purchase of 115 Clay roofing tiles, "French Interlocking" Style Field tile, Ludowici Roof Tile or equal. Option Line Item: Purchase of up to 25 Clay roofing tiles, "French Interlocking" Style Field tile, Ludowici Roof Tile or equal. Period of Performance: The contractor shall be capable of completing delivery within 60 days of date of contract award and within 60 days of notification of exercising of an option quantity. The Government reserves the right to exercise the option of ordering additional tile on the option line item from date of award through 04/30/2010. Roofing tile to match historic tile. We are purchasing field tile only, no specialty tile such as starters, edge tile, ridge caps, etc. Specifications:Roof Tile Style: French Interlocking Profile Tile field tile.Size: Overall size of 9" X 16-1/4".Average exposure size is approximately 8" X 13-3/8".The total variation in dimensions of tiles, when measured in accordance with test methods C67 shall not be more than 5% from the nominal dimension specified by Ludowici Roof Tile, or equal.Weight of each tile is approximately 7.7 lbs.The total variation in weight of tiles when measured in accordance with test method C67 shall not be greater than 10% from the nominal weight specified by Ludowici Roof Tile, or equal.Color: French Clay Red, Ludowici Roof Tile Manufacture color or equal. Please submit color samples with offer so that color can be confirmed upon award. Grade Standard Specifications:Tile must meet or exceed ASTM standard C-1167-96 for roofing tile.Roof tile grade shall be Grade #1 for clay roof tile, the highest grade in the industry.Grade #1 allows less than 6% moisture absorption in the clay tile after 24 hours. Tile are impervious to the elements: rain, snow, heat, and fire). This grade is for severe weather conditions and suitable for areas with repeated freeze-thaw cycles.High breaking strength.Color fastness to be included in the 75 year limited warranty.Tile must be free of defects, chips and free of imperfections visible from a 40 ft. distance.Warranty shall be 75 years against defects in manufacture. 3)CLAUSES AND PROVISIONS: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors. PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The quoter must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of quoter's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: the apparent successful Quoter shall complete and submit the provision to the Contracting Officer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.222-50, 52.233-3, 52.233-4, 52.219-6, 52.219-8, 52.219-25, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-3, 52.225-13, and 52.232-33. Clause 52.217-7, Option for Increased Quantity-Separately Priced Line Item. The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor at any time prior to the expiration of the term of the contract.
