Description
The General Services Administration (GSA) Great Lakes Region announces an opportunity for construction services for the Freight Elevator Modernization Project at the Harold Washington Social Security Center in Chicago, Illinois. The work shall include, but is not limited to, the modernization of two existing electric traction service elevators at the Harold Washington Social Security Center located at 600 West Madison Street in Chicago, Illinois. The work will improve the safety and reliability of the elevators which includes the following: hoist machines, ropes, counterweights, motor generators, car controls, car enclosures, doors and operators, integration and modernization to existing fire alarm system. The estimated cost of this project falls within the range of $500,000 to $1,000,000, with an anticipated project duration of approximately eleven (11) months. The construction portion of the project is estimated to begin in November, 2009. The selected firm will be competitively chosen in accordance with the Federal Acquisition Regulations and source selection procedures using the Best Value trade-off process. For this contract, technical factors, when combined, are significantly more important than cost or price. A solicitation will be issued requesting Offerors to submit in writing both a technical and a price proposal by the offer due date and time. Responsive offers will be evaluated on technical capability and price. The award will be made to the Offeror that represents the best value to the Government. Small Business Participation: This procurement is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. The North American Industry Classification System (NAICS) code is 238290 with a small business size standard of $14 million. Although this procurement is not set aside for small businesses, small firms including women-owned, minority-owned, HUBZone, veteran-owned, and service disabled veteran-owned business are strongly encouraged to participate in this project. Joint Ventures: Joint ventures or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality contractor team effort. The solicitation package will only be available electronically on the FedBizOpps website (www.fbo.gov). It will be available on or about August 18, 2009. Potential Offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Potential Offerors must register on the FedBizOpps website to have access to solicitation material. This registration includes providing a Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). There will be a pre-proposal conference to permit prospective Offerors the opportunity to clarify any concerns regarding the RFP, and tour the facility at the Harold Washington Social Security Center, Chicago, Illinois. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. Any interested Offerors must register with Gregory Oprian to attend the conference.
