- FBO ANNOUNCEMENT: COMGINED SYNOPSIS/SOLITATION ACTION CODE: <SPECIAL NOTICE> CLASSIFICATION CODE: R – PROFESSIONAL, ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES SUBJECT: RENEWAL OF ANNUAL SUBSCRIPTION FOR THE CHEMWATCH DATABASE SOLICITATION NUMBER: SB1341-09-RQ-0520 RESPONSE DATE: AUGUST 07, 2009, 10:00 A.M. CONTACT POINTS: Monique Speights, Purchasing Agent, (301) 975-8855 The Department of Commerce, National Institute of Standards and Technology (NIST) intends to negotiate a Firm Fixed Price Purchase Order on a Sole Source basis under other than full and open competition by the authority of FAR Subpart 13.106(b); with Global Chemical Data, Inc./ChemWatchNA, Nashville, TN 37204 for a renewal of an annual subscription to the ChemWatch database, which shall be used by the NIST Safety, Health and Environment Division, Gaithersburg, Maryland campus. Sole Source determination is based on the following: Global Chemical Data, Inc./ChemWatchNA, is the manufacturer of the ChemWatch software and the only source who can provide the annual subscription. They have the proprietary rights to the ChemWatch software. Global Chemical Data, Inc. /ChemWatchNA, is the only vendor who can provide this annual subscription service. The period of performance for this annual subscription shall be from: September 15, 2009 through September 14, 2010. The North American Industrial Classification System (NAICS) code for this procurement is 541511 No solicitation package will be issued. The notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability statement to the Government by August 07, 2009, 10:00 AM (EST) for any future requirements. Inquiries will only be accepted via e-mail to monique.speights@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
