- This contract action was accomplished using other than competitive procedures because there is only one responsible source and no other supplies or service will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The US Government has awarded a sole source purchase order to the San Antonio Water System; this purchase order pays the sewer impact fee. The amount is $779,400. As indicated in the attached Justification and Approval, the San Antonio Water System owns the water and sewer system under Fort Sam Houston. This particular award supports the construction of new dormitories on Fort Sam Houston.
