- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W81K00-09-T-0266 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. This acquisition is unrestricted under NAICS code 334516, Size Standard 500. FAR provisions and clauses in this solicitation may be viewed at http://www.arnet.gov/far/. DFARS clauses may be viewed at http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The requirements in this solicitation: CLIN 0001, 1 EA Model DSPEC-jr-2.0-POSGE. DSPEC jr. 2.0 Digital Gamma Ray Spectrometer with MAESTRO-32 Software and DIM-POSGE to be compatible with non-SMART-1 detector; CLIN 0002 1 EA GammaVision-32 Gamma-Ray HPGe Spectral Analysis Software. CLIN 0003, 1 EA Model HPLBS1 Lead Shield for CFG-PV-1, CFG -PV4 or CFG-SV; CLIN 0004 1 EA Installation and User Training; Should include 1 year warranty. Vendors offering other than the brand name product shall meet or exceed the following Salient Characteristics: CLIN 0001 Model DSPEC-jr-2.0-POSGE. DSPEC jr. 2.0 Digital Gamma Ray Spectrometer should be compatible with:the ORTEC X-Cooler II, ortec Cryo-Secure Compressor Power Controller, ORTEC digiDART, and the ORTEC GEM65P4-S High Purity Germanium detector. Item must use MAESTRO-32 software and DIM-POSGE (Detector Interface Module) with flying leads to connect to HPGe (High Purity Germanium) Detector for use with non-SMART-1 detector; Model A66-B32. Item must have USB 2.0 communications. CLIN 0002 Must provide comprehensive gamma spectrum analysis for HPGe (high purity germanium) detector spectra. Must provide Identification and quantification of nuclide activities by adaptable methods and must be compliant with national and international standards, ANSI/ISO/ASQ 9001:2000, ASME/NQA-1-1989, AND ASME/NQA-2a-1990 and ISO/DIS 11929 and provide integrated onctrol of spectroscopy hardware. CLIN 0003 Vertical lead shield with 4 inches of lead surrounding an interior cylinder of 11 inch interior diameter by 16 inch interior height with a Sn/Cu (tin/copper) liner, with table. CLIN 0004 Should include all labor for installation and provide training for 6 personnel. Delivery date is 08/30/2009. Place of delivery and acceptance is Brooke Army Medical Center, Bldg 3600, 3851 Roger Brooke Dr, Ft Sam Houston TX 78234. FOB destination is preferred. FAR provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to award. Offers will be evaluated according to 52.212-2. Evaluation factors at 52.212-2 (a) are Lowest price, Technically acceptable (compliance with the requirments of FAR Clause 52.211-6 if vendor offers an Equal Product). Vendors shall include a completed copy of FAR provision 52.212-3 as outlined therein. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition to include the following addenda: Defense Federal Acquisition Regulation Supplement (DFARS)252.232-7003-Electronic Submission of Payment Requests and DFARS 252.211-7003.
