- THIS NOTICE IS NOT A SOLICITATION. This Sources Sought (SS) is for information and planning purposes only and is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The Department of the Army, Mission Installation Contracting Command, Directorate of Contracting, Fort Jackson, SC (MICC) is currently requesting information in order to determine the existence of viable commercial sources that are interested and capable of performing the work described herein. Responses are welcomed from all interested and capable firms. This SS is not restricted to a particular socioeconomic program and/or business size. MICC, Fort Jackson does not intend to award a contract on the basis of responses received as a result of this SS. Any information provided by industry to the Government as a result of this sources sought is voluntary. The Government will not pay for any information submitted in response to this SS. As a result of this Sources Sought, MICC-Fort Jackson may issue a Request for Proposal (RFP). THERE IS NO SOLICIATION AVAILABLE AT THIS TIME. The contractor shall provide fifteen certified athletic trainers (ATCs) (13 ATCs and 2 Supervisory ATCs) to the Army Training Center at Fort Jackson South Carolina, and one researcher to perform the services required under this contract. Thirteen ATCs shall accompany specific units within battalions/schools to provide recognition, initial assessment, immediate care, and on-site injury management of musculoskeletal injuries to Soldiers. The ATCs shall accompany specific units within the battalions/school to high-risk activities, as determined by the Battalion Commander, to provide on-site care for acute musculoskeletal and heat injuries and to monitor training for safety. The ATCs shall serve as subject matter experts concerning injury prevention, rehabilitation, remedial training and physical training within the battalions. The two supervisory ATCs shall ensure all battalion ATCs are accomplishing their assigned tasks effectively through observation and record of work performance. The supervisory ATCs shall lend additional support by aiding ATCs in physical examinations when needed and accompanying units to high-risk activities when more than one unit within the battalion is engaged in such activities. The ATC assigned to the Physical Training and Rehabilitation Program (PTRP) of the Reception Battalion shall also provide assistance to the Physical Therapist in providing rehabilitative exercises and therapies to Soldiers assigned to the Program. The ATC assigned to the Drill Sergeant School shall also be involved in educational processes related to training soldiers enrolled in the School, to include classroom lectures and practical experiences as determined by the Commandment, Drill Sergeant School. A doctorate level ATC will supervise the program the first two months of its implementation. A copy of the Performance Work Statement (PWS) pertaining to this requirement shall be available for review and shall be provided upon request. Responses to the SS shall be received no later than September 4, 2009. Interested firms are encouraged to: 1.Evaluate and challenge all elements of the PWS. 2.Identify requirements that account for a high percentage of total cost or are unduly restrictive. 3.Identify techniques or methods that would result in delivery of better service. 4.Identify any new technology approaches or techniques appropriate for the procurement described in the PWS that would result in a better performing contract or in cost savings to either party. The intended contract period is a base year with four option years. The North American Industry Classification System Code is 621340. The small Business Size Standard is $7.0 M. Any interested firm should submit a Capability Statement to include experience with similar projects of a comparable magnitude. Statement should include your firms general background, experience, qualifications, and industry specific awards. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies.
