Description
PRE-SOLICITATION NOTICE: Marine Corps Systems Command (MARCORSYSCOM) intends to issue a full and open competitive solicitation (Request for Proposal), within the next 30 days, for the procurement of a demonstration and evaluation of hardware for a new weapon system, Mission Payload Module - Non-Lethal Weapon Systems (MPM-NLWS). This new weapon system is to provide the Marine Corps with improved counter-personnel, non-lethal capabilities. The system is to dispense a new non-lethal munition that will incapacitate personnel through light, sound, and pressure stimuli and will provide longer range, greater area coverage, extended duration, and better scalability of effects than current non-lethal weapon systems. It is to be mounted onto the Marine Corps Transparent Armor Gun Shield (MCTAGS). This is a research and development requirement, with the initial award of a Cost Plus Fixed-Fee (CPFF) contract for the Technology Development (TD) Phase only for evaluation of demonstrated payload effectiveness, munitions fuzing/functioning and weapon platform compatibility. The Government intends to make one or more awards with approximate values of $1,500,000.00 for the TD Phase only on or about 2nd Qtr 2010, with a period of performance of 18 months each. Award(s) will be made to the Offeror(s) whose proposal demonstrates the best value to the Government. The applicable NAICS code for this requirement is 332995: Other Ordnance and Accessories Manufacturing with a size standard of 500 employees. The Government will issue the RFP and any amendments thereto through the government-wide point of entry Federal Business Opportunities via electronic posting through http://neco.navy.mil. Paper solicitations will not be issued. It is the offeror(s) responsibility to monitor the Internet and obtain the solicitation documents and any amendments. Specific requirements will be outlined in the solicitation Statement of Work and System Design Specification. Solicitation will be made available on or about 24 August 2009. Estimated proposal due date is 8 October 2009. Estimated award(s) date is on or about 2nd Qtr 2010. To be eligible for contract award, offerors shall be registered in the Online Representations and Certifications Application (ORCA) site found at https://www.bpn.gov/. Interested Offeror(s) shall also be registered in the Central Contractor Registration (CCR) site found at http://www.bpn/gov/ccr and registration shall also identify the applicable NAICS code: 332995. This requirement will be solicited on an unrestricted basis. This is a presolicitaiton notice. No responses to this presolicitation notice are required. No additional information will be provided prior to the release of the solicitation. No telephone calls will be honored. The solicitation will identify instructions to offerors for proposal submission and the protocol for submitting questions for this requirement.
