Description
The Mission and Installation Contracting Command (MICC) Center- Fort Bragg, NC, has two requirements for the US Army Installation Management Command (IMCOM) and the US Army Environmental Command (USAEC) to procure Natural Resources and Cultural Resources services. These requirements require the contractor to provide all services and equipment necessary to perform environmental services in support of Natural Resources and Cultural Resources to meet environmental requirements throughout IMCOM. These acquisitions will provide contract environmental services to satisfy the needs of IMCOM Regions, IMCOM installations, the USAEC, and other organizations (to include the US Army Corps of Engineers) that may require support under these acquisitions. Natural Resources requirements are broad and include four categories: (1) Survey, Inventory, Habitat Restoration, Mitigation, or Mitigation Banking (2) Program Improvement, (3) Training and Environmental Awards, and, (4) Natural Resources Compliance Review. Support provided under these task areas will assist the Army in complying with federal, state, local, Department of Defense (DOD) and Army requirements for water resources management; wetland protection compliance; state and federal listed species management; soil erosion and sedimentation; habitat management and other natural resources management; training facility personnel; developing and implementing sampling strategies; and creating or revising required plans, surveys, and studies. The following performance areas are excluded from this acquisition: "Management and professional services provided by contractor personnel routinely working at the Army facility "Environmental compliance outside the area of natural resources (covered by a separate acquisition) "Cultural Resources (covered by a separate acquisition) "Representing the US Army in negotiations or discussions with regulators or stakeholders "Purchase of equipment for installation use, other than sampling or monitoring equipment Cultural Resources requirements are also broad and include three categories: (1) Survey, Inventory, and Evaluation of Historic Properties and Cultural Resources, (2) Treatment of Adverse Effects to Historic Properties and Cultural Resources, and (3) Design and Execution of Cultural Resources Management Activities. Support provided under these task areas will assist the Army in complying with federal, state, local, DOD and Army requirements to include the National Historic Preservation Act, National Environmental Policy Act, Native American Graves Protection and Repatriation Act, Archaeological Resources Protection Act, Executive Orders and other related laws. Representative tasks include, but are not limited to: research, inventory and evaluation of historic properties, mitigation of adverse effects, artifact curation, condition assessments, Native American consultation, project monitoring, public outreach, publications and training facility personnel. The following performance areas are excluded from this acquisition: "Management and professional services provided by contractor personnel routinely working at the Army facility "Environmental compliance outside the area of cultural resources (covered by a separate acquisition) "Natural Resources (covered by a separate acquisition) "Representing the US Army in negotiations or discussions with regulators or stakeholders "Purchase of equipment for installation use, other than sampling or monitoring equipment The period of performance for both requirements will consist of a basic ordering period of 2 years, one 2-year optional ordering period, and one 1-year optional ordering periods for a total of a 5 year ordering period. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is an opportunity for interested potential offerors to attend a Pre-proposal Conference to discuss both DRAFT Request for Proposals (RFPs). The North American Industry Classification System (NAICS) code for both requirements is 541620, Environmental Consulting Services with a size standard of $7.0 million. The Pre-proposal Conference is scheduled for August 25, 2009 at the Doubletree Hotel-San Antonio Airport, 37 NE Loop 410, San Antonio, TX, (210) 366-2424. Interested sources should register at the USAECs website: http://aec.army.mil/usaec/business/. The Government intends to offer a briefing session from 8:00 AM -10:00 AM EDT to discuss the DRAFT RFPs and a general question/answer session from 10:00 AM - 12:00 PM EDT. Participation is not mandatory and a transcript of this Pre-proposal Conference will be posted to the USAECs website at http://aec.army.mil/usaec/business/. Questions in regard to the DRAFT RFPs must be submitted via fax to ATTN: Ms. Virginia Roberts (910) 396-5603 and may be submitted anonymously. Ms. Roberts may be reached via telephone at (910) 643-7370. All submissions should be clearly marked Question(s) for USAEC Natural Resources Pre-Proposal Conference W91247-09-R-0003 or Question(s) for USAEC Cultural Resources Pre-Proposal Conference W91247-09-R-0017. All questions to be addressed at the Pre-proposal conference must be received no later than August 12, 2009. Questions submitted after August 12, 2009 will be reviewed by the Government to facilitate drafting the final RFPs. However, responses to questions received after August 12, 2009 may not be provided nor posted to the ASFI website. The DRAFT RFPs are available at the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/solicitation_search_form.cfm and USAECs website at http://aec.army.mil/usaec/business/. The final RFP will also be available at the ASFI and USAEC websites. The solicitations will specify the actual date and time for proposal receipt.
