Description
This is an announcement of a meeting to solicit industry comments; this is not a Request for Proposal. The purpose of the meeting is to determine interest and capabilities of sources for a potential contract to replace the Lower Monumental Downstream Navigation Lock Lift Gate. The Government will not reimburse any costs for participation in the meeting. Any information submitted in response to this announcement is strictly voluntary. The Walla Walla District, Walla Walla, Washington will use the meeting to help determine the acquisition strategy for the potential solicitation of the Lower Monumental Downstream Navigation Lock Lift Gate Replacement contract. The estimated magnitude of construction is between $10,000,000 and $25,000,000. Information is requested from sources that have the capability and financial means to perform the requirements of the potential contract. Lower Monumental Lock and Dam is located on Snake River approximately 44 miles from Walla Walla in Burbank, WA. The requirement for Lower Monumental Downstream Navigation Lock Lift Gate Replacement includes steel fabrication of a new gate, demolition of the existing gate, installation of the new gate, and any onsite staging and construction efforts to perform the demolition and installation activities. The existing Navigational Lock Lift Gate is approximately 88 feet tall and 84 feet wide and approximately 600 tons. The new gate will have connections that are less prone to fatigue cracking and stringent quality control requirements for the material and fabrication. The general layout of the gate will likely be similar to the Ice Harbor Lock Downstream Lift Gate with some minor improvements. Additionally, the new gate will probably be slightly heavier than the existing gate (up to 10%). As part of the Lift Gate Replacement, the Contractor would have to replace 24- 2 diameter by approximately 172 feet long wire ropes and make modifications to two 10 foot by 10 foot by 40 foot concrete counter weights. Resurfacing of the two gate guide bearing surfaces approximately 88 feet high by 1 feet on the navigation lock wall would also be required. Access and staging at the site may be restricted due to water and surrounding conditions. The contemplated contract will be a Firm Fixed Price Request for Proposal. The basic contract period may be 16 months, with three of those months being a major outage of the navigation lock at Lower Monumental for the demolition of the existing gate and installation of the new gate and other necessary features. Due to the large amount of fabrication involved in this project, this notice is being issued under North American Industry Classification (NAICS) codes 237990 and 332312. There will be two parts to the meeting held by the Walla Walla District. The first part will be a tour of the site at Lower Monumental Dam. This will be followed by a general overview of the contemplated project with a brief question and answer period for all participants. The areas of discussion are addressed on the attached document. The minutes of the general meeting will be posted for all interested vendors through Federal Business Opportunities. Tour of the Site Meeting Date: August 11, 2009, 12:30 PM to 1:45 PM followed by the General Meeting starting at 2:00 PM. Those planning to attend must register for the site visit at the following website: http://www.nww.usace.army.mil/apps/csvr Firms must register no later than the day before the site visit. Site visit attendees must be prepared to give the following information: (1) Name of company being represented; (2) Number of people in the party; and (3) The name of each individual planning to attend. Each individual must have picture identification on his/her person while at the project site. There can be no substitutions of one individual for another. If an individual arrives at the site visit without having called ahead of time and/or without picture identification, that individual may not be allowed on the project. Participants of scheduled site visit must abide by the U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1, latest version) in accordance with Section 5, Personal Protective and Safety Equipment. It is the responsibility of the participants to wear personal protective and safety equipment as required by this regulation. Failure to comply could result in denial of access to site visit location. ACCESS FOR FOREIGN NATIONALS: SITE VISIT AND CONTRACT WORK: Security clearance for foreign nationals to attend a site visit or to perform onsite work requires a minimum of 4 weeks.
