- NASA/GSFC has a requirement for:1 CADENCE VIRTUOSO SPECTRE RF CIRCUIT SIMULATOR SOFTWARE FLOATING LICENSE, AND 1 YEARSUPPORT SERVICES. NASA/GSFC intends to purchase the items from Cadence design Systems Inc. It is ourunderstanding that Cadence is the only vendor that can provide the software and supportfor the Virtuoso Sprectre RF Circuit Simulator Software.The Government intends to acquire a commercial item using FAR Part 12.The authority isFAR 13.106(b)(1) only one source reasonably available. DO Rating is DO-C9. This synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Questions regarding this acquisition must be directed to the attention of ERIC J. NEWMANvia e-mail at eric.j.newman@nasa.gov by 4:00PM ET on 08/07/2009.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00PM EST on08/10/2009. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. It is thequoter's responsibility to minitor this site for the release os amendments. Potentialquoters will be responsible for downloading their own copy of this notice.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon reponses to this notice, is solely within the discretion ofthe Government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed.
