- RECOVERY SOLICITATION NO: GS-04P-09-EWC-0220, RECOVERY THIS IS A SOURCES SOUGHT, RFI, SYNOPSIS FOR PRE-APPRETNICESHIP PROGRAMS Description RECOVERY PSC/U099, NAICS/611513, The General Services Administration (GSA) ARRA National Program Management Office is seeking sources for Multiple Awards for Pre-Apprenticeship Training/ Program Services covering a one year period. It is anticipated that contracts will be awarded for services covering those areas reflecting high unemployment rates due to the economic downtrend. In recognition of the need to build a highly skilled workforce, GSA intends to make multiple awards from a single solicitation. This will be a pilot program. This a full and open competition with consideration to small business concerns in the following categories: Veteran-owned small business, service disabled veteran owned small business, HUBZONE small business, small disadvantaged business, and women owned small business concerns. The Government is anticipating awards to a least one contractor in each category. The small business size standard is 7.0 million for this acquisition. Theis will be a competitive commerical item acquisition. GSA in collaboration with DOL seeks to contribute to the process of economic recovery and job creation by facilitating opportunities for high quality training and education in the construction industry. The community based organization/establishment shall provide registered DOL pre-apprenticeship programs. The program must provide emphasis in the construction labor craft categories which will inturn prepare pre-appretniceship graduates for work in the construction industry. The selected contractors/community based organizations will be required to be registered in CCR, Contractor Central Registration. The purpose of this pre-solicitation notice is to request for information, RFI, and sources from those interested firms or organizations offering similar programs in the pre-apprenticheship training arena with emphasis in the construction trades. An interested parties' list will be complied. Firms/organizations responding must have a DOL registered or certified pre-apprenticeship program with a proven training completion track record (past performance) and job placement success in construction, energy efficiency and retro-fitting labor categories. Other evaluation factors will be listed in the resulting RFP which shall be released on 31 July 2009. Firms must submit their interest to Nita Wiggs via e-mail, arnetha.wiggs@gsa.gov NLT 30 July 2009. In order to expedite contracting actions, solicitations related to this notice may or may not be sent to only those firms responding to this notice. Contract awards may range in various amounts depending upon the extent of impacted unemployment area. The servicing Procurement Office will be Region 3.
