- RECOVERY--Mission Installation Contracting Command (MICC), 9410 Jackson Loop, suite 101, Fort Belvoir, VA 22060, plans to issue a Request for Proposal (RFP) for design-build construction contract for renovation of the HVAC system in Building 201, at Fort Belvoir, VA. PROJECT SCOPE: The purpose of the project is to renovate the HVAC system in Building 201, which is comprised of a Carrier Corporation, 100 ton air conditioning unit, chilled water split system, model number 30GTN100-620-KA. It supplies chilled water to six air handling units. The contractor is expected to provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to design and build the renovation of the air conditioning system for the entire building 201. The applicable North American Industrial Classification Code (NAICS Code) is 238220. A site visit will be arranged for all interested parties during the solicitation period. This project is funded from the American Recovery and Reinvestment Act of 2009 (ARRA). The order of magnitude for the project is between $1,000,000 and $5,000,000 and the effort shall be completed within 360 calendar days after notice to proceed. Contract award will be made on a firm fixed-price basis. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted and available for viewing and downloading at Army Single Face to Industry (ASFI) Website https://acquisition.army.mil/asfi/ at no charge. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this requirement. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. This action is 100% set-aside for small businesses. Performance and payment bonds will be required. Offers shall be reviewed and considered by the Agency. This notice does not obligate the Government to award a contract; it does not restrict the Governments ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs.
