- Description
- The National Library of Education, US Department of Education, Washington, DC intends to solicit and award on a sole-source basis to Serials Solutions (a division of Proquest) under the statutory authority permitting Orther than Full and Open Competition (10 U.S.C. 2304 (c) (1)), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. The purpose of the proposed purchase order is to subscribe to an electronic resources management service (ERMS); access to this service will be for one year. Currently Serials Solutions provides the Library with an electronic resources management service (ERMS) for its serials collection that provides management tools for journals in one coordinated package -- Open URL Link Resolver-Ariticle Linker, Full MARC Records Service and E-Journal Access and Management. This service includes comprehensive MARC records for the Library's e-journal collection; Article Linker which is a full-feature OpenURL link resolver that seamlessly links all of the Library's resources so customers can get to content quickly and efficiently; and E-Journal Access and Management which allows implementation of the E-Journal Portal, with subject browsing, title searching, and a dynamically generated A-to-Z list. This suite of services operates on proprietary software; Serials Solutions, Inc. is the sole provider. The interface can be customized to meet Library needs, providing the same look and feel of design and layout for all the elements in the suite and supporting all database types, including Z39.50, XML gateways and web based (HTTP). This notice of intent is not a request for proposals or quotations and there will not be a solicitation issued for the requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these items. Such responses must be received on or before 2:00 PM, Eastern Time, Wednesday, August 12, 2009.
