- Table 1 to USPTO GIPA RFI # SS-PAPT-09-10005 USPTO GIPA RFI # SS-PAPT-09-10005 The US Patent and Trademark Office (USPTO) Global Intellectual Property Academy (GIPA) program is conducting market research through this Request for Information (RFI) to determine interest and capability in providing Information Technology (IT) solutions that address distance learning, evaluation/measurement, and reporting requirements for capacity building programs addressing intellectual property (IP) protection, enforcement, and capitalization. This is a market research announcement for informational planning purposes and does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government for any future business opportunities. No RFP/Solicitation will be issued at this time. Participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the interested respondent’s expense. The objective of this RFI is to assess service and product capabilities of contractors, subcontractors, and any associated suppliers for a minimum of three of four core IT areas, i.e., Management (previously addressed by Office of the Chief Information Officer (OCIO) incidental to the following three core areas), Long Distance Training, Measurement and Evaluation, and Reporting. The intended outcome is to identify target service and product solution options and finalize the acquisition alternatives that warrant further review. Review of the responses to the RFI will focus on the offeror’s technical capability, corporate experience/past performance for same or similar activity with commercial activities or government agencies, and responsiveness to the requirements provided within this RFI.
