- The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to enter into negotiations for a Firm Fixed Price (FFP), contract for a period of two years on an other than full and open competition basis to Empower RF Systems, Inc.; under the authority of FAR 6.302-1. The requirement is for (1.) Low Band Solid State Power Amplifiers, Model #BBS2E4ALP-L Rev. D, Qty: two Each, and (2.) High Band Solid State Power Amplifier Model #'s BBS4A6AHM-L Rev. D, Qty: three Each; with an option to buy one more of each model. Specifications for Model # BBS2E4ALP-L Rev. D : Freq: 20-1000MHz; Pout: 120W; Gain: 52dB; Weight:Lightweight - Approx 37lbs; Size: R3U - Rackmount 19 x 5.25 x 22; PS: ACA - 110VAC, 60/400Hz ; Controller: 062 - LCD Touch screen Display - Color; Connector: FCN - All front panel connections; Shutdown: 063 - (S) 50-100uSec. Specifications for Model # BBS4A6AHM-L Rev. D : Freq: 1000-3000MHz; Pout: 50W; Gain: 46dB; Weight: Lightweight - Approx 32-35lbs; Size: R3U - Rackmount 19 x 5.25 x 22; PS: ACA - 110VAC, 60/400Hz ; Controller: 062 - LCD Touch screen Display; Color Connector: FCN - All front panel connections; Shutdown: 063 - (S) 50-100uSec. FEATURES: Solid State linear design, wide instantaneous bandwidth; built-in universal 400Hz / 60Hz voltage AC power supply; RF input and output connectors on front of chassis, front panel color LCD display and manual controller. Manual and remote Gain adjustment, low distortion and noise figure, built-in protection circuits, small, lightweight enclosure designed for specific aircraft mounting location. High performance cooling system, remote RS-422 control and wiring compatible with current aircraft systems, accepts modulations of CW/FM/AM/Pulse/Digital. Capable for Airborne operation through 30,000 ft. AGL. Minimum average output power of 120 Watts. This requirement is limited to Empower RF Systems, Inc.; 316 W. Florence Ave., Inglewood, CA 90301, as they are the only source capable of meeting the government's specification requirements and therefore compatible with operational aircraft platforms. This notice of intent is not a request for competitive proposals. However, any firms believing that they can provide the above listed Solid State Power Amplifiers may submit a capability statement, respond or quotation to be received by the Contracting Officer no later than 15 days after the date of the publication of this notice. Submission must clearly show the firms' ability to do so without compromising the quality, accuracy, and reliability of the material without causing programmatic hardship. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency; please see attached numbered notes # 22 & 26.
