Contractor Support Requirements for U.S. Army Program Executive Office (PEO) Enterprise Information Systems (EIS) Product Manager Acquisition Business (PM AcqBusiness) Request for Information (RFI) 1.0 Contracting Office: National Capital Region Contracting Command, Information Technology, E-Commerce, and Commercial Contracting Center (NCRCC, ITEC-4), 2461 Eisenhower Avenue, Alexandria, VA 22331-0700 2.0 Introduction. The ITEC-4, in conjunction with the Program Executive Office (PEO) Enterprise Information Systems (EIS) Product Manager Acquisition Business (PM AcqBusiness), is seeking qualified sources to provide information assurance, engineering, system solutions development, testing, deployment and life cycle support services to assist PM AcqBusiness in executing the Army Acquisition Domain Enterprise Solution Service Oriented Architecture (SOA) framework that is dependent on rapid development, test, and deployment of services leveraging existing data sources and applications within the Army and the Acquisition community In addition to a proper mix of advanced software and systems engineering skill sets for current on-going efforts, PM AcqBusiness requires the services of a contractor with in-depth knowledge and strong expertise and experience specifically in the areas of Systems and Software Engineering, Information Technology (IT) Portfolio Management, Enterprise, Software and IT Architectures, Service Oriented Architectures, and emerging technologies to assist Pm AcqBusiness in rapidly delivering IT capabilities for the Army Acquisition professional. The Army is currently conducting market research to determine knowledgeable, qualified, experienced, and interested potential sources capable of providing the services as described herein. The information requested by this Request for Information (RFI) will be used by the Army to facilitate decision making. This RFI is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Army will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 3.0 Purpose and Objective. Responses to this RFI will assist in identifying vendors with demonstrative capabilities and experience related to the required information assurance, engineering, system solutions development, testing, deployment and life cycle support. The purpose of this initiative is to provide system and software engineering and life cycle support operation activities for PM. This includes, but is not limited to, the following disciplines: DIACAP, Information Assurance and Security Support Knowledge and experience with Information Assurance (IA) and security of IT program systems to include experience in the DoD Information Assurance Certification and Accreditation Process (DIACAP). Ability to possess, obtain, and maintain a SECRET level for key personnel with requisite experience and knowledge in the above areas. System Development and Integration Support Knowledge and experience with software systems research, engineering and development within the Army Acquisition Domain; Knowledge and experience in Enterprise, Software and IT system development and integration of PM AcqBusiness enterprise and information management tools and capabilities. Knowledge and experience with IT, Enterprise and SOA Architectures Test and Evaluation and Quality Assurance Support Knowledge and experience in software systems/applications test and evaluation and quality assurance. Knowledge and experience implementing automated testing tools in a SOA environment Training and Deployment Support Knowledge and experience with training and deployment of software and IT systems to the Army Acquisition Community. IT Operations & Maintenance (O&M) Support Knowledge and experience in IT Operations and Maintenance (O&M) support, to include building and maintaining IT infrastructure for both development and test environments. Knowledge and experience in deploying (to production data centers) and sustaining virtualized server infrastructures. Ability to possess, obtain, and maintain a SECRET level security clearance for key personnel with requisite experience and knowledge in the above areas. Helpdesk Support Experience and knowledge with providing Help Desk support to fielded/deployed enterprise information management software systems. Configuration Management (CM) Support Knowledge and experience in the execution of Configuration Management and Configuration Control, including development of CM strategy, management of engineer changes and associated changes in development, testing, production and continuity of operations systems. Knowledge Management Support Knowledge and experience in Army Knowledge Management (AKM). 4.0.Requirements. Compliance with the latest revisions/updates to the below referenced documents is required. AR 380-5, Army Information Security Program, 29 September 2000. 5.0 Capability Statement: If your firm has an interest in responding to the effort described above, please provide a Corporate Capability Statement which demonstrates capabilities, knowledge and experience related to the information assurance, engineering, system solutions development, testing, deployment and life cycle support described above. Interested parties shall submit a Corporate Capability Statement not exceeding 7 single-sided, type-written pages using 12-point type or larger. The page limit does not apply to advertising material such as company brochures and catalogs. If there is any information you deem proprietary, please mark accordingly. The statement must be submitted NLT 2:00 P.M., 7 August 2009. 5.1 Provide a summary of your companys relevant experience in providing solutions that provide quick (real time) response to what if scenarios when schedule, technical changes, and financial changes occur with the program. 5.2 Demonstrate ability to provide a significant increase or decrease of support (e.g., rapidly identify, equip and employ resources to support the Government in the event of an immediate surge or reduction in requirements). 6.0 NAICS Code. 541990, All Other Professional, Scientific, and Technical Services 7.0 Disclaimers.
