Description
DWI sanctions have generally focused on punishing, rehabilitating, or incapacitating the drinking driver. Recently, the use of the ignition interlock devices has emerged as part of a comprehensive treatment program as an effective means for addressing DWI offenders. Several research studies show that ignition interlock has been effective in decreasing repeat offenses. Ignition interlocks are alcohol breath-testing devices installed in vehicles that require the operator to blow in order to start or maintain the vehicle’s engine operating. If the breath sample provided by the driver contains more than a predetermined blood alcohol concentration, the ignition interlock device prevents the vehicle from being started. To meet the model specifications set by NHTSA, the ignition interlock device must not only require a breath test to start the vehicle, but it must also require a subsequent “rolling or running retest” to prevent another person from starting the vehicle and then allowing an impaired driver to take over the wheel. The ignition interlock system records the results of all breath tests, as well as all attempts to circumvent or tamper with the device. With modern safeguards, these devices are extremely difficult to circumvent when properly installed and monitored. To prevent a convicted DWI offender from driving while intoxicated, courts or the state department of motor vehicles (DMV) or motor vehicle association (MVA) may require the installation of an ignition interlock device on the offender’s vehicle. An ignition interlock program can serve as a deterrent to DWI and protect public safety while allowing DWI offenders to maintain their responsibilities such as driving to and from work. NHTSA recognizes that ignition interlock devices must be part of a comprehensive program that includes, but is not limited to, sound legislation, enforcement, treatment for alcohol misuse, monitoring, and reporting. Laws, programs, and use of the ignition interlock vary from state to state. While there are studies on the effectiveness of its use and compilations of information related to state laws and the latest technology, there is little written guidance on implementing and developing ignition interlock programs. A program guide of case studies that highlight successful ignition interlock programs currently being operated by States, courts or communities is needed to assist and encourage others to replicate or enhance these types of programs. The final product of this effort is intended for use by State highway safety office representatives, program managers, program practitioners, court administrators, department of motor vehicle representatives, policymakers, or others who are interested in developing and implementing or enhancing ignition interlock programs to reduce In the body of this solicitation it say's that this is full and open, This is a 8(a) set aside.
