Description
This is a sources sought notice. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB). The US Army Contracting Command is seeking potential firms who have the skills, experience, knowledge and capabilities required to perform stevedoring and related terminal services to load and discharge vessels within the central Alaska area. The place of performance includes the ports of Anchorage, Valdez, Seward and Whittier. Contractors must possess the ability to perform stevedoring services for support of land and/or discharge of US military cargo, general equipment and specialized equipment (i.e., Stryker vehicle) during routine cargo operations and during national emergency in support of the 836th Transportation Battalion. The Contractor must be capable of providing sufficient labor, multiple gangs and equipment to conduct vessel operations on a 24-hour basis, if necessary, ensuring that vessels are loaded and/or discharged on time, meeting deadlines, and ensuring ultimate success of the overall mission. The Government will provide contractor employee drivers training on government-owned Stryker vehicle and related safety procedures with no additional cost to the Government. The Contractor will coordinate through their local labor channels to ensure the employee support this Government training program which is necessary to maintain a sufficient pool of qualified Stryker vehicle operators at the POA. Stryker vehicle training will consist of vehicle ingress and egress, securing of hatches and doors, driving features and gear operations, engine cautionary features, engine starting, warm up and operating hydraulic gears, general safety precautions in operating the vehicle, proper parking technique and engine shut down procedures. The contractor will be required to maintain the employees driver training records. The Contractor must provide all labor and equipment necessary for vessel operations. Types of load/discharge include vessels, motor freight, and rail cars. Request that all interested offerors provide a capability statement and detail previous and/or current work experience in or relating to the areas listed above. Work performed within the past three years is considered relevant experience for this sources sought announcement response.
