Description
The Intramural Research Program (IRP), National Institute on Aging (NIA), National Institutes of Health (NIH) intends to award a Sole Source contract to the Fred Hutchinson Cancer Research Center, Women's Health Initiative Clinical Coordinating Center, 1100 Fairview Ave N., Seattle, WA 98109. NAICS CODE 541711 and the size standard is N/A. The specific tasks to be performed by the contractor will be to the Laboratory of Personality and Cognition (LPC). The purpose of the proposed procurement is to acquire DNA samples for genetic analysis from participants in the Women's Health Initiative (WHI) randomized clinical trial of hormone therapy. Extracted DNA samples or buffy coat samples from which DNA can be extracted are maintained by the WHI Clinical Coordinating Center (WHI-CCC) at the Fred Hutchinson Cancer Center in Seattle. This procurement will acquire 755 samples of women who were also participants in the WHI Memory Study (WHIMS) and either developed cognitive impairment or remained cognitively healthy and participated in the WHIMS-MRI study. The extracted DNA samples will be analyzed (in the NIA Laboratory of Neurogenetics) for genetic variation in 4 candidate genes hypothesized to be involved in variation in memory and other cognitive functions. Extensive cognitive data are available for these participants through the WHIMS and NIA-R & D funded WHISCA (WHI Study of Cognitive Aging). In addition, genetic variation will be examined in relation to volumes of specific brain structures and lesion volumes on brain MRI scans obtained in a subset of individuals. Scientific Aims (1) To measure SNP and haplotype variation in four candidate genes (APOE, BDNF, COMT, and KIBRA) with known involvement in different aspects of cognition; (2) To investigate the relationship between candidate gene polymorphisms and cognitive decline in WHIMS/WHISCA as a function of HT; (3) To investigate the relationship between candidate gene variations and incidence of MCI and dementia; and (4) To examine volumetric brain changes to elaborate the contribution of the candidate gene variations to cognitive decline. This notice may represent the only official notice. This is a Simplified Acquisition with the estimated value of less than $100,000.00 threshold. This acquisition is being procured under Federal Acquisition Regulation (FAR) part 6.302-1, only one responsible source and no other supplies or services will satisfy this agency's requirement. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct any future competitive procurement actions. Response to this announcement, referencing synopsis number NIHAG.LPC.09, by August 14, 2009, may be faxed to NIA/IRP, BRC Bldg, Room 04C009A, 251 Bayview Blvd, Baltimore, Maryland 21224 Attention: Phyllis Exum, 410-558-8533, Fax 410-558-8319 or email to: exump@nia.nih.gov.
