- Description
- The United States Department of the Treasury, Financial Management Service (FMS), Acquisition Management Division (AMD), Washington, DC in accordance with FAR Subpart 12, Acquisition of Commercial Items, and FAR Subpart 13, Simplified Acquisition Procedures; intends to negotiate a sole source contract with Pitney Bowes for maintenance service, licensing fee, and upgrades to support three Olympus II Multi-Tier Mail Sorter systems located at three sites Austin, TX; Kansas City, MO; and Philadelphia, PA. The systems support outbound applications with custom reporting to support Intelligent Mail Bar (IMB) code functionality. The U.S. Treasury software platform supports the required USPS M Cycle rules and functionality as mandated by USPS to pass M-Cycle MASS certification. Maintenance shall include: help desk support, parts replacement coverage, preventative maintenance, and on-site service. The NAICS code is 811310 with annual receipts not-to-exceed $7.0 Million. A 12-month period of performance from date of award is anticipated with four 12-month option periods, if exercised. The estimated contract value is $2 Million. This action is being pursued on a sole source basis under the statutory authority of 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. It is not a solicitation or request for offers. Other vendors who believe they can meet the requirements may provide written notification to the Contracting Officer by August 21, 2009, 4:00 P.M. (EST). Supporting evidence must be furnished in detail to demonstrate the ability of the vendor to provide maintenance services that will comply with the requirements in a satisfactory manner. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. All responsible sources must provide a technical capability statement with the following information: Company Name, Address, Point of Contact, Telephone and Fax Number, Email Address, Business Size, and DUNS Number, commercial price list, and evidence of an agreement with Pitney Bowes that grants rights to provide service on the proprietary systems identified herein. Responses without the required documentation will be determined non-responsive and will not be considered. If no responses are received, the Government will proceed with the sole source procurement to Pitney Bowes. Responses may be submitted to cheryl.rice@fms.treas.gov by the deadline stated above. All vendors are hereby notified that if your response is not received by the date and time specified in this notice, it will not be considered.
