- This synopsis is posted to both the Federal Business Opportunities (FBO)page located at http://www.eps.gov and the Navy Electronic Commerce On Line(NECO) site located at http://www.neco.navy.mil. While it is understood thatFBO is the single point of entry for posting of synopsis and solicitations tothe internet, NECO is the alternative in case FBO is unavailable. Please feelfree to use either site to access information posted by the Naval Sea SystemsCommand. Description. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), isamending the request for Quotation number N00178-09-Q-3021. NSWCDD will acquirea one week long education course to provide instruction on state of the artFar-Field, anechoic chamber, compact, and Near-Field measurements. NSWCDD plans contract with the Georgia Institute of Technology DistanceLearning and Professional Education, 84 Fifth Street, N.W., Atlanta, GA, 30308.The NSWCDD workforce has a high participation rate in the Georgia Institute ofTechnology (Georgia Tech) Antenna Engineering Certificate Program. Accordingly,the course must be part of and creditable towards completion of this CertificateProgram. The acquisition of this course enables members of the NSWCDD workforceto continue a sequence of classes leading to program completion. The courses will cover antenna measurement facility characterization andcompensation techniques and microwave holography. NSWCDD plans to conductclasses in the Fall of 2009. Key subjects to be covered by the course shall include: Basic Principles ofAntenna Measurement; Far-Field Antenna Measurement; Gain, Directivity, andEfficiency Measurement; Polarization Measurement; Antenna MeasurementInstrumentation; Anechoic Chamber Measurement; Compact Antenna Measurement;Planar Near-Field Measurement; Cylindrical Near-Field Measurement; SphericalNear-Field Measurement; Near-Field Probe Arrays; Test Facility Characterizationand Compensation; Microwave Holography. The award will be made on a sole source basis. The Government will consider statements from responsible sources which provideevidence that clearly demonstrates the capability to satisfy certification andeducation requirements within the stated delivery schedule. Quotations with capability statements must be submitted via email tophillip.makely@navy.mil, must be received No Later Than 14 August 2009, and mustreference Quotation Number N00178-09-Q-3021. All responsible sources may submita quote. However, quotations that are not accompanied by capability statementsthat provide evidence of the ability to deliver the specified education serviceand certification requirements herein will not be considered for award. Awardis to be made under Simplified Acquisition Procedures (FAR Part 13). TheGovernment will not issue a written solicitation as all items are specified inthis notice.
