- Justification & Approval During the period 1 August 2009 through 31 July 2012, this procurement will provide for the establishment of a Basic Ordering Agreement (BOA) for capital maintenance of facilities at the Naval Industrial Reserve Ordnance Plant (NIROP), Magna, Utah. Negotiations will be conducted with ATK Launch Systems Inc., Bacchus, Magna, Utah 84044-0098, the contractor having custody of the property and use of the facilities on which work is to be performed, on an individual task order basis.
