Description
This is a combined synopsis/solicitation prepared in accordance with the format prescribed in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being accepted and a written solicitation will not be issued. The solicitation is being issued as a request for quote (RFQ); solicitation 0352205. A firm fixed price (FFP) contract is contemplated. All responsible sources may submit a quotation which shall be considered by the agency. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33 effective July 15, 2009. This procurement in not restricted and is associated with NAICS 611430. Section B Schedule of Supplies and Services Advanced Management Program (AMP) requirements: Prepares middle and senior level leaders to leverage participants in: Policy, Planning, Performance, Process, Acquisition and Information Assurance. AMP students participate in field studies and complete the stratgegic leader development curriculum, an integrated graduate level course of study. While graduates earn the CIO certificate, some of their coursework may also apply towards additional certificates at the college. Class AMP (39) September - December 2009. Program focuses on cross-government federal Chief Information Officer compentencies Aligns with the Clinger-Cohen Act (1996) requirements that Congress mandated Information Technology groups in the federal governhment meet certain competencies. Eight (8) courses to complete for Chief Information Officer Certificate covering: Acquisitions; Policies; Strategic Planning; Performance and Results based Management; Process Improvement; Capital Planning and Investment; Leadership; Project Management; Technology Assessment; Security and Information Assurance; E-Government/E-Business; Architecture and Infrastructure Graduates work towards Information Assurance CISO Certificates Core classes: project management certificate Strategic IT Acquisition; Critical Information Systems Technologies; Building an IT Business Case; Information Technology Project Management; Information Technology Program Leadership; Software Acquisition Leadership; Core Classes: Enterprise Architecture Certificate: Information Management Planning; Strategies for Process Improvement; Enterprise Architecture for Leaders; Data Management Strategies and Technologies; Global Information Grid; Federal Enterprise Architecture; Planning and Managing Enterprise Architecture Programs; Enterprise Architecture Practicum; Government Strategic Leader Certificate (New) Focuses on essential tools and strategies government managers and leaders need: Collaboration and communication; Managing Resources; Innovative Thinking; 8 graduate level courses (2 foundation, 2 management, 2 leadership; Curriculum forms the core of the GSL Master of Science degree The Advanced Management student is offered the opportunity to get any of the five certificates that will enhance the experiences of the FBI's leadershi8p attendees. The offeror will foster critical thinking and leadership through high quality graduate level executive education, development and scholarship in defense, Joint Professional Military education and Interagency information resourdes management to support national security and government effectiveness; Continually upgrade curriculum to reflect the changing environment, technological advancements and evolving stakeholder and customer needs. Is required to meet the competency updates required by the Clinger-Cohen Act, training and updating leadership. Specifications: All courses shall take place in a classroom and reside in the Washington, DC metro area. It is the Offeror's responsibility to monitor this site for amendments to the solicitation. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008); 52.212-2 Evaluation-Commercial Items (Jan 1999); 52.212-3 Offeror Representations and Certifications - Commercial Items (Feb 2009); 52.212-4 Contract Terms and Conditions-Commercial Items (Oct 2008); 52.212-5-Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. (Feb 2009) All quotes shall be clearly marked with RFQ 0352205 and shall be submitted to Deborah F. Chin, Contracting Officer, at the address and phone number listed by 5 p.m. Friday, August 7, 2009. Quoters are hereby notified that if the quote is not received by the specified date and time, it will be considered late. Any questions or clarifications to this RFQ must be submitted in writing and fax'd to 202/324-8031 or via e-mail to deborah.chin@ic.fbi.gov. by August 4, 2009- 1pm EDT. Any questions and clarifications received after this day and time shall not be considered. Award will be made to that offeror whose quote/proposal conforming to this solicitation is determined to be the best value to the Government. No phone calls shall be accepted.
