OF COMMERCE/NOAA/CASC NAT'L LOGISTICS SUPPORT CNTR (NLSC)/CCX2 1510 BANNISTER ROAD KANSAS CITY MO 64131 The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with Lockheed Martin Sippican, Inc. This non-competitive action is being issued by the Acquisition Services Directorate under the authority of the Department of the Interior Franchise Fund on the behalf of the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA). This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. Description: The Government has a requirement for radiosondes for its upper air monitoring stations. Currently, 2 of the 102 operational upper air stations are Loran-C systems used to ascertain the wind measurements. These sites operate at the 403 MHz radio frequency. They are located in Albany, New York, and Wallops Island, Virginia. In order to continue service, NOAA requires additional stock of the above items to monitor atmospheric profiles. The ground system in place at each of the two Loran-C sites is a W-9000 Meteorological Processing System manufactured by VIZ Manufacturing Company (VIZ). The meteorological products portion of VIZ since has been acquired by Sippican, Inc., which now has been acquired by Lockheed Martin Corporation. The company presently is referred to as Lockheed Martin Sippican, Inc. (Sippican). Lockheed Martin Sippican, Inc.is the sole manufacturer of the Mark II Loran-C Microsonde, which is the only Loran-C radiosonde known to be compatible with the W-9000 Meteorological Processing Systems in place at the two Loran-C upper air sites. As the Government has no rights to the design of these radiosondes, it cannot fully specify the design to another manufacturer. Any attempt to duplicate the design would be cost-prohibitive and infringe on the rights of the current owner. Due to the unique physical characteristics and physical form of the assembly, there are no acceptable alternatives to the Mark II Microsondes. The period of performance for this effort is for 5 months from date of award. Interested parties may identify their interest and capabilities by Thursday, August 13, 2009. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
