- COMBINED SYNOPSIS/SOLICITATIONRECOVERY - Digital Imaging Flow Cytometer This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, R09PS80R05 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (iv) This solicitation is a 100% small business set-aside. NAICS Code is 334516, Small business size standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001 Digital Imaging Flow Cytometer, Benchtop. Qty 1 each.0002 Digital Imaging Flow Cytometer, Portable. Qty 1 each. (vi) Description of requirements for the items to be acquired: 0001 Benchtop FlowCAM. Listed at http://www.fluidimaging.com/benchtop-flowcam.aspx. Manufactured by Fluid Imaging Technologies, 65 Forest Falls Drive, Yarmouth, ME 04096; 0002 Portable FlowCAM. Listed at http://www.fluidimaging.com/portable-flowcam.aspx. Manufactured by Fluid Imaging Technologies, 65 Forest Falls Drive, Yarmouth, ME 04096 This is a name brand or "equal" requirement. Offerors proposing to furnish an "equal" product, in accordance with the "Brand Name or Equal" provision of this solicitation, shall insert the following description for the product. Product Name, Manufacturer's Name, Address, Product make, model, or catalog description. Offerors shall also be responsible for submitting all additional information on the above product necessary for the Government to determine whether the product offered meets the salient characteristics of the "brand name" as listed in the solicitation. Salient Characteristics are as follows: An imaging flow cytometer with cross-polarizing filters and capacity to detect birefringence, with built in computer analysis capable of accurately detecting and quantifying larval mussels (veligers) and zooplankton at various sizes and orientations. Must incorporate the use of cross-polarizing filters, fluorescence and light scatter triggering, fluorescence measurement and visual (monochrome or color) imaging for detecting and identifying birefringent particles such as mussel veligers. Portable Flow Cytometer should be housed in a water resistant, durable case. (vii) FOB Destination for Delivery to Bureau of Reclamation 6th & Kipling St., Denver Federal Center, Bldg 67, Entrance E-3, Denver CO 80225-0007. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors. Technical (capability of the item offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed products meet the Government requirement. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Offerors shall also submit sufficient information for the contracting officer to make a responsibility determination that the offeror is a conscientious firm/source that provides quality work in a timely manner and has a satisfactory past performance record. Information should include three examples (previous contracts, purchases) for orders similar in scope and size that were satisfactorily performed by the offeror including customer contact information.
