- The U.S. Secret Service intends to negotiate on a sole source basis with Horiba Jobin Yvon, Inc., 3880 Park Avenue, Edison, NJ, 08820 for upgrades to Raman Microscope. The primary North American Industry Classification System (NAICS) code 334516. The SB size standard for this code is 500 employees. The reasons justifying the lack of competition are :The covered equipment in this service contract will include the original Raman instrument as well as any other Horiba JY sourced additional components, systems, and modules, that have Horiba JY hardware specifications, proprietary Horiba JY software operations, or interface to the original equipment. The contract will cover Horiba JY systems that operate independently of the Raman instrument. Only Horiba JY can provide the expertise, software updates, and specific replacement parts, to ensure that all interfaced components are compatible and controllable by the original equipment proprietary operating software. Use of any other service and installation would jeopardize the functions of the software, the interfaced modules, and the main system. The anticipated award will be a Firm Fixed Price Contract. This notice is neither a request for proposal nor a solicitation of offers. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part 6.302-1 and is solely at the discretion of the Government. Entities may identify their interest and ability to meet this requirement via a written capability statement only. All capability statements emailed no later than August 5, 2009, 1:00 PM EST will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice, is solely within the discretion of the Government. Any information received will be maintained for future Market Research requirements. No formal solicitation package is available. Reasonable questions, not excessive in length, will be answered if submitted to the point of contact at the above email address no later than August 5, 2009 at 1:00 PM EST.
