Description
RECOVERY--RECOVERY: On or about 31 July 2009, this office will issue Request for Proposals for design and construction of the Recovery TDKA113007 Peterson Construct Child Development Center at Peterson AFB, Colorado. The solicitation will close on or about 1 September 2009. This solicitation will utilize HUBZone Cascading Set-Aside Methodology. 'Tiered evaluation of offers,' also known as 'cascading evaluation of offers,' means a procedure used in negotiated acquisitions, when market research is inconclusive for justifying limiting competition to small business concerns, whereby the Contracting Officer (a) Solicits and receives offers from both small and other than small business concerns; (b) Establishes a tiered or cascading order of precedence for evaluating offers that is specified in the solicitation; and (c) If no award can be made at the first tier, evaluates offers at the next lower tier, until award can be made. Each proposal will be independently rated against the criteria starting with Tier 1. The selection process will be used for multi-tiered competitive source selection process competition in the order established in the Solicitation (i.e. Tier 1. HUBZone; Tier 2. Small Business; and, Tier 3. Unrestricted Full and Open). In order to be considered for award of this contract, the offeror shall indicate in writing that they intend to meet the code of federal regulation requirements for HUBZone contracts as defined below. (a) A prime contractor receiving an award as a qualified HUBZone Small Business Contractor (SBC) must meet the performance of work requirements set forth in the 125.6(c) below. (b) In addition to the requirements set forth in 125.6(c), one or more qualified HUBZone SBCs must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. (1) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for general construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. (2) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for specialty construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 25% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. (c) The contracting officer may waive the 50% requirement set forth in paragraph (b) of this section for a particular procurement after determining that at least two qualified HUBZone SBCs cannot meet the requirement. Where a waiver is granted, the qualified HUBZone SBC prime contractor must still meet the performance of work requirements set forth in 125.6(c) below. Applicable part of 125.6(c): The qualified HUBZone SBC spends at least 15% of the cost of contract performance incurred for personnel on the concern's employees. See Obtaining Solicitation Documents below. _______________________________________________________________________________ Project Description: (Approx. quantities) This is an American Recovery and Reinvestment Act of 2009 (ARRA) project. Stimulus Buy-American Clauses apply. Design and construct a single story Child Development Center. Primary facilities include a 24,750 square foot facility, outdoor playgrounds and site development. Site development includes drives, sidewalks, parking lots, landscaping, and utility extensions to support the facility. The estimated construction cost of this project is between$7,500,000 and $10,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 480 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
