- This project consists of furnishing all labor, material, and equipment to modify and improve Heating Ventilation and Air Conditioning (HVAC) and related mechanical and control systems that service the FHA/Western Federal Lands Highway Division, 610 East Fifth Street, Vancouver, Washington. The area in which the modifications are to take place contains approximately 45,000 ft2 of office space. Implementation includes removal of existing centralized and package unit HVAC systems and replacement of the removed systems with new, modern, energy efficient environmental control equipment and systems. The replacement equipment and systems will be as specified in completed engineering design, drawings, and specifications. Work is primarily mechanical but includes additional need for electrical, plumbing, structural, controls, testing, and demolition. Preliminary work will begin in early Fall 2009 with interior building work completed in Winter/Spring 2010. HVAC at FHA/Western Federal Lands Highway Division, Vancouver, WA. The North American Industry Classification System (NAICS) Code is 238220. This solicitation is 100% set aside to small business firms, all others will be deemed non responsive. The related small business size standard is $14.0 M. The proposed performance period is 20 calendar days after notice to proceed. The magnitude of this proposed construction is between $1,000,000 and $2,000,000. The Government intends to issue a firm fixed price construction contract with a period of performance (POP) of 30 days to provide the following service. Anticipated award date is September 15, 2009. The anticipated posting of this solicitation is August 5, 2009. No telephone questions will be accepted. A site visit is tentatively scheduled for August 13, 2009, at 9:00 am, local time. All contractors are reminded, in accordance with FARS 52.204-7, Central Contractor Registration; contractors must be registered in the Central Contractor Registration (CCR) database. If the Offeror does not successfully register in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
