DRAFT - SECTION H DRAFT - SECTION G DRAFT - SECTION F DRAFT - SECTION E DRAFT - SECTION D DRAFT - SECTION C DRAFT - SECTION B DRAFT - SECTION A DRAFT - SF 1449 THIS IS A REQUEST FOR INFORMATION ONLY. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire services. Response to this RFI will be treated as information only. The Government will not pay for information provided in response to this RFI or any follow-up information requests. The information provided may be used by the Social Security Administration in developing its acquisition strategy and statement of work. The Social Security Administration (SSA) is issuing this Request for Information (RFI) to exchange information with industry related to its efforts to acquire Information Technology Support services. Contractor support is required to assist the Agency with the implementation of the Agency Strategic Plan (ASP) and IT Vision needed to maintain a strong level of performance on core workloads and works toward long term improvement of the services the Agency provides to the public by concentrating on eliminating its hearings backlogs and preventing its recurrence; improving the speed and quality of SSA’s disability process; improving SSA’s retiree and other core services; and preserving the public’s trust in SSA’s programs. BACKGROUND: The SSA has a strategic plan to provide 21st century services to the American people by reshaping policies and procedures to take maximum advantage of information technology (IT). The Agency is adopting a new business process that is dependent on a skilled workforce, effective use of technology, and streamlined policies and procedures. As outlined in the IT Vision, SSA needs significant investments in IT in order to change how the Agency does business, build a stronger IT foundation, and revamp Agency software and databases. The Agency Strategic Plan charts the course that will enable SSA to maintain a strong level of performance on core workloads and to work towards long-term improvement of the services the Agency provides to the public by concentrating on four goals: 1.Eliminate our hearings backlog and prevent its recurrence, 2.Improve the speed and quality of our disability process, 3.Improve our retiree and other core services, and 4.Preserve the public’s trust in our programs OBJECTIVE: The objective is to establish a competitive, indefinite delivery, indefinite quantity (IDIQ) follow-on contract vehicle using the procedures of FAR Part 12 and FAR Part 15 for Information Technology Support Services to support existing programmatic and administrative systems within the Social Security Administration as well as new Agency strategic initiative, projects and functions. These information technology support services will include all stages of the application software development lifecycle, with an emphasis on requirements analysis, design, development, testing, implementation, and support of the programmatic, administrative, and management information needs of the Agency. Information submitted in response to this RFI will be used to gauge interest from industry who is willing to provide the Information Technology Support Services described in Section B of the attached draft solicitation. SSA will also use the RFI responses to help develop a Request for Proposal that will lead to the award of a contract(s) for this effort. SSA seeks information from industry for preliminary planning purposes ONLY. This RFI will allow industry the opportunity to verify reasonableness and feasibility of the government’s requirement and to affirm that there is a general understanding of the requirement. This RFI is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. The Government will not pay for information provided in response to this RFI or any follow-up information requests. A detailed description of the project is contained in the attached DRAFT RFP. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website at www.fbo.gov. It is the potential offerors responsibility to monitor this site for the release of any solicitation. Questions pertaining to this RFI must be submitted via email to Kim.Stepney@ssa.gov by 10:30 a.m., est on August 14, 2009. No phone calls will be accepted. Responses to Questions will be posted via Federal Business Opportunities on August 24, 2009. We emphasize that this RFI is for planning and information purposes. No solicitation exists; therefore, requests for copies of a solicitation will not be honored.
