The purpose of this modification was to add a response date. No other changes have been made. This is a combined synopsis/solicitation for firm fixed priced commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This solicitation is being issued as a Request for Quotation using Simplified Acquisition Procedures at FAR Subpart 13.1. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This is a Request for Quote (RFQ) and the solicitation number is 401819Q715. This acquisition will be a 100% total small business set-aside; the North American Industry Classification System (NAICS) code is 423820 with a small business size standard of 100 employees. DESCRIPTION OF REQUIREMENT: The U.S. Fish and Wildlife Service have a requirement for a Truck Mounted Automatic Fish Feeder. NOTE: Award will be made to the quotation which offers the best value to the government, not necessarily the lowest price. The government also reserves the right to make no award at all. Truck Mounted Automatic Fish Feeder TOTAL COST $________ Delivery Terms are FOB destination. Delivery shall be made to:Dale Hollow National Fish HatcheryU.S. Fish and Wildlife Service145 Fish Hatchery RoadCelina, TN 38551 Delivery date of 11/30/2009. All prices shall be FOB destination. The following are minimum requirements: Truck Mounted Automatic Fish Feeder - 2,000 lb. storage capacity, one (1) compartment, truck mount with 200 pound weigh hopper and remote reading load cell. Require two doors on top which fold in the middle of the compartment and open to the back and front. Hydraulic gates, operated by electric toggle switches mounted inside of the truck cab. Digital scale mounted inside of the truck cab. Blower to be operated by gas powered, electric start engine. Must be built to fit 1995 Chevrolet, Model 2500 (3/4 ton) pick-up truck with 130-inch wheel base. Mounting base of feeder to measure 93 inches long and 72 inches wide, maximum. Total height of feeder to measure 76 inches high, maximum. Require a ladder mounted at the left, rear and right, front areas of the feeder in order to access the feed compartment. There is no water tank associated with this project CLAUSES AND PROVISIONS: The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-33, dated June 15, 2009, and Department of Interior Acquisition Regulation (DIAR). The following provisions and clauses apply to this procurement: FAR 52.212-01 Instructions to Offerors - Commercial Items; FAR 52,212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability, past performance, and price. The evaluation factors are equal in importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. The award may not necessarily be made to the lowest price offeror. The Government reserves the right to make award without further discussion.
