- DESCRIPTION: The U.S. Coast Guard intends to procure an Engineering Consulting Service for the use of Warfare Spectrum Analysis Tool. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to ATDI, Inc at 1420 BEVERLY RD IN MCLEAN, VA 22102 SCOPE: This is a Consulting service based on continued License of the Htz. Warfare Software. Note 22. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within within the time frame of publication and before closing date of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a Cost Proposal by 5:00 pm, ET, August 3rd,2009. Offerors may either submit one copy of the quote to MOHAMED FILALI, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593 by mail, fax (202-372-4905) or email. Electronic transmissions to Mohamed.Filali@uscg.mil are acceptable, but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. Evaluation Criteria: Award based on lowest cost technically acceptable.
