- This announcement is a Request for Information (RFI)/market research for planning purposes. This does not constitute a request for proposal, request for quote, invitation for bid; its issuance does not restrict the Government in any way as to its ultimate acquisition approach. No award will be made from this announcement. Reimbursement will not be made for any costs associated with providing information in response to this announcement. The Agricultural Research Service (ARS) is seeking information from industry relating to its need for Information Technology application conversion – specifically, converting Objectpal Paradox to Visual Basic.net. The current data management system is written in Visual Basic.net, utilizing Microsoft Access databases. However, the quality control component remains Objectpal Paradox which must be converted to Visual Basic.net since Paradox is no longer supported. The databases run on the local network and no data conversion is required. A Firm Fixed Price contract is anticipated. The period of performance is expected to be twelve months. INSTRUCTIONS FOR RESPONDING TO THIS RFI The North American Industry Classification System (NAICS) Code is 541511 with a size standard of $25.0 Million. ARS requests that respondents provide the following documentation: 1. A cover letter that includes company name, point(s) of contact, telephone number and email addresses. The cover letter should include applicable Dun and Bradstreet Number (DUNS) and CAGE Code. 2.GSA schedule number if the company can provide required services through GSA schedule contract or a statement that the company does not have a GSA schedule contract that could be utilized for this requirement. 3.Identification of the company as one or more of the following: a.Small Business; b.8(a) business; c.HUBZone Small Business; d.Small Disadvantaged Business; e.Woman-Owned Small Business; f.Service Disabled Veteran-Owned Small Business; g.Large Business h.Other: ____________________ 4.A brief description reflecting similar experience that relates to this requirement. 5.Vendors are also invited to submit a technical capability statement. All interested parties shall submit their responses NLT 5 Aug 2009 via email to jeannette.gibbs@ars.usda.gov or fax to (301) 504-1717.
