Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Joint Communications Support Element (JCSE), 8532 Marina Bay Dr., MacDill AFB, FL 33621, requires the purchase of 1,000 hours of Premium Support for use with the Permuta product DefenseReady, and the purchase of the Permuta DefenseReady 250 pack User Licenses. The 6th Contracting Squadron intends to make an award to Permuta Technologies, 6068 Franconia Road, Alexandria, VA, 22310-1756. Interested parties may e-mail Joyce Wright at joyce.wright@macdill.af.mil or fax 813-828-5111, no later than Monday, 3 August 2009, 9:00 a.m. EST. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by Monday, 3 August 2009, 9:00 a.m. EST will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Joint Communications Support Element (JCSE) purchased DefenseReady on 9 Sep 08 from DITCO (via MIPR) in order to be able to implement the JCSE Enhanced Database (JED) as a replacement to their homegrown Personnel Database (PDB). The cost of this initial purchase was $660,206.00. The JED has taken over as the primary tool used to track weapon assignment information, security clearance status and requests, personal data, home info, hurricane evacuation data, duty status, training data, billet information, career data and other J1, J2 and training related data. Additionally, the JED is used to produce over 50 mission critical reports ranging from a daily duty status to training and security clearance for over 500 deployable individuals. This tool is critical to the daily operation of JCSE and is integrated into deployment, garrison and exercise operations. Currently, Permuta is the only vendor for DefenseReady Licenses or support. JCSE currently has 250 licenses which are due to expire on 8 Sep 09. If JCSE is not able to renew them, JCSE will not be able to use the JED. Also, without additional support, JCSE will not be able to maintain the JED or develop further capabilities per command requirements (e.g. equipment status, requirement tracking, etc.) JCSE has spent over 12 months and $750,000.00 procuring and developing the JED. To replace it with another product at this point, would cost significantly more to the government than could be saved through the competitive process.
