- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912ES09B0019. Pre-Solicitation Notice Roofing and Siding Replacement for the USACE Fountain City Service Base, Fountain City, Wisconsin This Pre-Solicitation Notice is being issued under the American Recovery and Re-Investment Act Work consists of residing with metal-clad products of four buildings and reroofing a portion of one building with metal-clad products. Two of the buildings have existing metal siding which shall be removed and replaced, and two of the buildings are clay block which shall be over-sided with metal siding. One building is partially covered with membrane roofing which shall be removed and replaced with metal roofing; in addition, two metal roofed buildings may be reroofed with metal roofing (bid item options). In conjunction with the residing and reroofing, the repair and/or replacement of window and door flashings will be required, metal-framed windows and doors shall be repainted, and roof vents and ancillary building items will be replaced. Award of this contract will be based on low price and compliance with meeting requirements for Manufacturers qualifications and Contractors qualifications. Evidence of meeting these qualifications shall be furnished as attachments to the Pricing Schedule at the time of submitting the Bid. Requirements for the Manufacturers qualifications shall be that the siding and roofing materials used for this project shall be the standard product of a metal building system manufacturer. The metal building system manufacturer must have a minimum of five (5) years experience as a qualified manufacturer and a member of MBMA of metal building systems and accessory products. Requirements for the Contractor's qualifications shall be that the contractor who will be responsible for erecting/installing the work of this project must be approved and certified by the metal building system manufacturer. The work shall be completed within 120-days of issuance of notice to proceed. The NAICS Codes associated with this procurement is 238190 with a small business size standard of $13 Million. The estimated magnitude of this acquisition in terms of price is between $250,000.00 and $500,000.00. This procurement is a total set-aside for Small Businesses in accordance with Federal Acquisition Regulation (FAR) Part 19. This Solicitation will be posted to the www.fbo.gov website on or about 17 August 2009.
