Description
In accordance with FAR 5.101(a)(1), this is a notice of intent to award a sole-source contract and is not a request for proposals. The 316th Contracting Squadron, Andrews AFB, MD, intends to make a sole source award to Raytheon for the purchase of the following items: Keep Alive Battery Modification Kits, p/n 744887-801, QTY 38 each; and Keep Alive Battery Replacement Batteries, p/n 535769-801, QTY 15 each. The North American Industry Classification System (NAICS) code for this acquisition is 334220. The proposed contract is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued; however, in accordance with FAR 5.207(c)(15)(i), all responsible sources may submit a proposal which shall be considered by the agency. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. If no affirmative written response is received within 15 calendar days after publication of this synopsis, a sole source purchase order will be issued to Raytheon.
