Description
RECOVERY -- EA133M-09-RP-0135 NOTE: THIS ACQUISITION WILL BE FUNDED WITH AMERICAN RECOVERY & REINVESTMENT ACT FUNDS; AS SUCH THE AWARDEE WILL BE REQUIRED TO SUBMIT TO SPECIAL REPORTING. SEE PAGE 20 OF 60, FAR CLAUSE 52.204-11. FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. THE GOVERNMEN'S OBLIGATION UNDER THIS CONTRACT IS CONTINGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDS FROM WHICH PAYMENT FOR CONTRACT PURPOSES CAN BE MADE. NO LEGAL IABILITY ON THE PART OF THE GOVERNMENT FOR ANY PAYMENT MAY ARISE UNTIL FUNDS ARE MADE AVAILABLE TO THE CONTRACTING OFFICER FOR THIS CONTRACT AND UNTIL THE CONTRACTOR RECEIVES NOTICE OF SUCH AVAILABILITY, TO BE CONFIRMED IN WRITING BY THE CONTRACTING OFFICER. The National Oceanic and Atmospheric Administration (NOAA) has a requirement for Drydock and Repairs to the NOAA Ship GORDON GUNTER. The GORDON GUNTER is 224 feet long and its home port is in Pascagoula, MS. Provide all labor, material and equipment necessary to perform the following (including, but not limited to): Base Items - Temporary Services, Drydocking and Routine Drydock Work, Underwater Hull Preservation and Coating, Sea Valve Overhauls, Bow Thruster Inspection and Maintenance, Ballast Tank Preservation, Main Mast Repair and Preservation, Generator Electrical End Overhaul and Cleaning, Generator Room Bilge Preservation, HydraPro Crane Preservation, Laundry Room Deck Covering Renewal, Propeller and Tailshaft Inspection and Repair, Bow Thruster Inspection and Service, and Ground Tackle Inspection and Preservation. Option Items - Underwater Hull-Complete Paint System, Mission Deck Preservation, Mission Deck Void(1-86-1-V) Preservation, Marine Sanitation Device V1 and V2 Tank Preservation, Wet Lab Window Replacement, Sewage Holding Tank (3-25-0-W) Preservation, Main Generator Room Ventilation Supply Ducting Renewal, Galley Oven Replacement, Hawsepipe Preservation, and CUFES Modification. Growth (estimated material and labor hours) will also be included in the solicitation. The solicitation will include a liquidated damages clause, as well as a requirement for a bid, performance and payment bonds. The performance period will be 72 calendar days, with a start date of December 7, 2009 and an end date of February 17, 2010. The site/inspection period is July 22, 2008 through July 23, 2008 at Pascagoula, MS. Arrangements to attend the site visit shall be coordinated with the Port Captain, James Rowe at 228-769-0301. This procurement is being issued on a full and open basis and the applicable NAICS code is 336611. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15 and Best Value Procedures. The RFP will be released on or about June 24, 2009 with proposals due forty (40) calendar days with an anticipated award date of October 19, 2009. The Government anticipates awarding a firm fixed price contract to the contractor who represents the best overall value based on price and non-price factors (technical and past performance) with non-price factors being significantly more important than price. The RFP will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specification, drawings and all subsequent amendments. The specification will be uploaded via www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and obtain (and provide with the offer) a DUNs number. Note: The applicable NAICS for this acquisition of 336611 must be included in the vendors CCR NAICS Listing. All responsible sources may submit an offer which shall be considered by the agency.
