Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Affymetrix, Inc., 3420 Central Expressway, Santa Clara, California 95051. The reference number NHLBI-PB-(HL)-2009-186-DLM. The items to be purchased is: (1) Item Number 00-0180, 7G Workstation and Monitor System, Quantity 1; and (2) Item Number 00-0079, FS450, Quantity 2. The Government's estimated expected delivery date is 2-weeks after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The NHLBI Microarray Core supports investigators conducting research with the goal of understanding the pathophysiology of human diseases. A central part of the Core’s role is to provide service for DNA/RNA analysis on Affymetrix equipments, such as a hybridization oven, fluidic stations, gene chip array work station and GCS 3000 scanner. The sole source determination is based on the fact that NHLBI Microarray Core requires the purchase of two additional Affymetrix GeneChip Fluidic Stations and one workstation with monitor to isolate RNA from the study samples, amplify and process RNA for gene chips and analyze using Affymetrix Human Exon Chip arrays to identify alterations in gene expressions as biomarkers for disease. This equipment is compatible with existing Affymetrix Workstation and GeneChip Fluidic Stations currently being used on more than 50 projects. The purchase of an additional Affymetrix workstation and monitor and two additional GeneChip Fluidic Stations will be used solely to analyze up to 7000 Framingham Heart Study samples without disrupting the other current ongoing studies. The Affymetrix fluidic stations will be used for automated washing and staining of the hybridized gene chips and the autoloader will scan 48 stained gene chips in one batch and collect and analyze data from the gene chip. The GeneChip Fluidic Stations provided by Affymetrix meets the required specifications for the government. Therefore, it is to the Government’s best interest to purchase equipment that will satisfy the Government’s need. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing, Standard Number Employees is 500. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(HL)-2009-186-DLM maybe submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6150B, Bethesda, Maryland 20892-7902, Attention Dorothy Maxwell. Proposals are due August 13, 2009 by 7:30 a.m., Eastern Time. Response may be submitted electronically to maxwelld@mail.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
