- Form SF-1449 *RECOVERY* This project is funded in whole by the American Recovery and Reinvestment Act (ARRA). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AG-4419-S-09-0039. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 115310, Support Activities for Forestry. The services covered in this solicitation and resultant contract require the contractor to furnish all labor, equipment, mobilization, move between sites, supervision, transportation, operating supplies and incidentals necessary to perform machine mowing/brush cutting on Grazing Allotments located on the Monongahela National Forest. The primary purpose of this project is to reduce hazardous fuels in the Monongahela National Forest Grazing Allotments. Herbaceous and small diameter woody vegetation that can be mowed with a brush hog style piece of equipment will be cut and mulched by the mower in place. Detailed description of requirements is included in attached statement of work. A prebid meeting is scheduled for 10:00 A,M. August 12, 2009 at the Coberly Sods Allotment, Elkins WV. (This is in the field and not in the office.). For further information regarding this meeting, please contact the Project manager, Ms. Stephanie Connolly at 304-636-1800 ext. 244. FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offeror’s are instructed to submit references including contact name and number for similar work completed as well as a description of the equipment intended for use on this project. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at HTTP://ORCA.BPN.GOV. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 19, 21, 20, 22, 23, and 39. This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply. Quotes are required to be received in the contracting office no later than 3:00 P.M. EDT on August 31, 2009. All quotes must be faxed or emailed to the attention of Mark Kamholtz.
