Questions must be received at Kathleen.I.Jackson@ssa.gov no later than 3:00 p.m. 07/10/2009 ** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information attached to this notice. This announcement constitutes the only solicitation. Proposals are being requested at this time. A written request for proposals (RFP) will not be issued. The Social Security Administration (SSA) is looking to procure commercial products and services that will verify the identity of SSA online customers in accordance with the specifications, terms and conditions outlined in the attached RFP. The Office of Authentication seeks a vendor, an external data source, to provide authentication technology solutions in the areas of identity proofing, risk-based authentication, and out-of-wallet data to support SSA E-Authentication strategy. These solutions will integrate with and support SSA customer-facing applications, through which SSA delivers services and conducts business. The North American Industry Classification System (NAICS) code for this acquisition is 541511. The small business size standard is $25M. This acquisition is being conducted in accordance with the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The selected offeror must comply with the following commercial item terms and conditions, as amended. The FAR clauses and provisions that apply to this acquisition are FAR 52.212-1, Instructions to Offerors – Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items. Offerors must be registered in the Central Contractor Registration (CCR) to receive an award resulting from this solicitation. If the offeror is not registered in the CCR, registration and information is available on the CCR website at http://www.ccr.gov. Responses to this combined synopsis/solicitation are due no later than 5 p.m. EST, Friday, July 31, 2009.
