Description
The Space Superiority Systems Wing (SYSW) is seeking interested contractors to provide special security services in support of the Space Superiority Systems Wing (SYSW) and other entities within Air Force Space Command (AFSPC) located in the Western United States. This contract will begin in Nov 2010 and have a five year period of performance with the possibility of being extended until Nov 2020. The Government intends to use the responses to this synopsis to determine whether or not a sole source contract will be issued to the current contractor. The current contractor providing these services is ManTech Security & Mission Assurance Corporation. The purpose of the Specialized Security Support Contract (SSSC) is to provide qualified and experienced security professionals to acquisition and operations units of the Air Force's Space Control mission. The contract will require 35 or more personnel in Los Angeles and Lompoc, California; Alamogordo, New Mexico; and Colorado Springs, Colorado. At the time of contract award, all personnel must have a current Top Secret, Single Scope Background Investigation (SSBI) conducted since Feb 2006 and adjudicated for DCID 6/4 eligibility and be able to fulfill their responsibilities as detailed below. The Performance Work Statement involves many SAP security disciplines requiring a staff that can demonstrate their experience and capability to perform in Special Access arena. The disciplines required are: Personnel Security Physical Security Information Systems Security Information Assurance/Systems Security Engineering Security Education Operations Security Information Security/Document Control System Administration Program Security Officer Below is the scope/depth of experience required and which geographical location requires the support. Personnel Security (PerSec): Personnel Security Specialist must be trained/certified as Tier 1 officials IAW JAFAN 6/4. They must be able to process Personnel Access Requests (PAR) and review/adjudicate SF86 documentation IAW DCID 6/4, JAFAN 6/4, DoD 5105.21 M-1, AFMAN 14-304, DoD 5200.2R and AFPAM 16-701. They must have proficient database entry skills ensuring that all PerSec actions are documented in the Personnel Access Security System. They must be able to track all PAR related actions. Additionally, each person must have at least five (5) years experience in PerSec to participate in security reviews of government and contractor locations. As an inspector, the individual will provide input to the government's final security review report and all inputs must be 100% accurate. Personnel Security staffing for this contract requires four (4) personnel at Los Angeles Air Force Base, El Segundo California. Physical Security: Physical Security Specialist will provide physical security planning, design and/or advice on government and industry facilities storing SAP information IAW DCID 6/9 and JAFAN 6/9. Additionally, the Physical Security Specialist must be proficient in the DoD 5105.21 M-1, NSTISSAM TEMPEST/2-95, NSTISSAM TEMPEST/2-92 and NSTISSAM TEMPEST/1-95. This person will evaluate facility plans for physical security accreditation, interface with DIA and SAF/AAZ and prepare accreditation documentation. The individual will also represent the government in the conduct of security reviews at government and industry locations applying regulatory directives to ensure the location is in compliance. Findings will be IAW DCID and/or JAFAN 6/9. Physical Security staffing for this contact requires one (1) person at Los Angeles Air Force Base, El Segundo California. Information Systems (IS) Security: Information Systems Security personnel must have a minimum of four (4) years experience with Certification and Accreditation (C&A) of SCI/SAP/collateral information systems. Personnel must be proficient in the implementation of DCID 6/3, JAFAN 6/3, Joint DoDIIS, DoDD 8500.01E, DoDI 8500.2, DoDD 8581.1, DoDI 8510.1, DoDD 8570.1, DoD 8570-1M and the Federal Information Security Management Act of 2002. Personnel should be certified IAW DoD 8570 standards. These personnel will review all industry Information System Security Plans for compliance and recommend the appropriate C&A action to the government. The individuals will also provide technical and procedural IS advise to the government, perform risk assessments, develop the local ISSP, represent the government at IS security working groups and configuration boards and maintain technical files/databases. The persons will also represent the government in the conduct of security reviews at industry locations. All input from the reviews will be IAW the applicable regulations. There are four positions located at Los Angeles Air Force Base, El Segundo California. Security Education & Training: A corner stone position, this individual must have five (5) years experience in SCI/SAP security education and training. The person must be also be proficient in Information Security requirements, proper marking of documentation, Personnel Security requirements, Executive Orders and other applicable regulatory documentation. The person must be especially proficient in the NISPOM, JAFAN 6/0 and JAFAN 6/4. The educator will develop a comprehensive security education and awareness program that meets the regulatory requirements as noted elsewhere in this announcement. They will develop, disseminate and present security education materials that provide blended learning opportunities. Materials will include training plans, briefings, slides, a newsletter to industry, refresher training and specialized training for all classification levels and accesses needed. The individual must be a dynamic, proven briefer with the ability to hold the attention of an audience of 200-300 personnel for two (2) hours. Further, the individual will administer the foreign travel/foreign contact program and administer the industrial security review program. This position will be at the Los Angeles Air Force Base, El Segundo California. Acquisition Program Security Officer: These individuals must have four (4) years experience in administering/implementing JAFAN 6/0. They will provide support to the government Program Security Officer (PSO) in the management and execution of acquisition program security as it applies to program protection, system security engineering and industrial security oversight of industry locations/personnel involved in the applicable acquisition effort. The individual will review all relevant acquisition security documentation, Contract Data Requirement Lists, plans, Statements of Work, Request for Proposal, etc. They will develop and maintain Program Protection Plans, DD254s and Security Classification Guidance. The person must be knowledgeable of DCID/JAFAN requirements, TEMPEST, Red/Black engineering and COMSEC requirements. There are six (6) positions at the Los Angeles Air Force Base, El Segundo, California. Operations Security Support: These personnel must have four (4) years experience in SAP security support to an operational unit. The person will support a government security officer in the execution of day-to-day security operations and development and operational testing. Individuals must have a mixture of skills in Information Management, Operations Security (OPSEC), IS Security and Physical Security. There are eight (8) positions spread between Colorado Springs, Colorado; Lompoc, California; and Alamogordo, New Mexico. Information Management/Document Control: Document Control personnel must have two (2) years experience in SAP Document Control Center operations. They serve as the focal point for receiving, processing, distributing, dispatching, and controlling accountable hardcopy documentation entering/leaving the facility. They must be proficient in the maintenance/operation of the SIMS document control system, managing the annual inventory of accountable holds IAW JAFAN 6/0. Other duties include, but are not limited to, courier runs, destruction of materials and virus scanning of incoming magnet media. There are four positions located at the Los Angeles Air Force Base, El Segundo, California. Information Assurance (IA)/System Security Engineer: This individual must be a trained, CISSP certified, Information Assurance Systems Engineer with experience in the implementation of regulations noted for the Information Systems Security positions. Further, the person must be an expert in the identification, derivation, application, and management of requirements for collateral and multi-level security systems. The person must also be an expert in the maturation of IA architectures that successfully integrate the multiple IA domains to include access control; OSPEC; telecommunications, network and Internet security, cryptography; application security; physical security and continuity and disaster recovery. The person must have advanced practical experience in managing all phases of systems C&A activities ranging from early concept development to system retirement. The individual must also be an expert in the process and documentation requirements of numerous C&A methodologies to include DIACAP and DCID 6/3. Additionally, the individual must also be experienced in the doctrine, technologies, C&A, and documentation and connection requirements for controlled interfaces/Cross Domain Solutions. This position is based in Colorado Springs, Colorado and serves as the primary IA technical advisor to SYSW at Los Angeles Air Force Base. Systems Administrator/Network Security: These personnel function as the network Security/System Administrator/maintenance technician for classified networks, standalone systems, local area networks and VTC. The individual will perform a variety of complex assignments associated with managing and controlling computer operating systems. The analyze system faults, troubleshoot and dun diagnostic tests on operating systems and hardware to detect problems. They evaluate and maintain the security posture of the network, implement NTFS file permission for individual/group folders and maintain security logs. They also install software, create user accounts and conduct audits. The individual must be familiar with implementing DCID and JAFAN 6/3 and Joint DoDIIS. There are two (2) positions: one in Colorado Springs, Colorado and the other at Los Angeles Air Force Base. Cyber Security Analyst: This person will have a minimum of seven (7) years experience in Special Access program administration. The individual must be able to provide technical advice and security support to collateral and SAP Programs and emerging CYBER mission areas and provide classification guidance and assistance for all security programs to include collateral, SCI and SAP Programs. The person will draft, coordinate and gain approval for Security Policy, Guidance and Directions, research regulations, directives and policy for compliance, recommend changes to OPSEC, INFOSEC and classification policy, manage Program Security Review and Self Inspection Programs, provide OPSEC Analysis and other OPSEC support, and support systems test and accreditation activities. They will also write, review and staff Transition Plans, exposure contingency plans (ECPs) and Security Classification Guides (SCGs). Further, they will develop and staff Program Protection Plans (PPPs), plan, prepare and present security education and training, develop, maintain, implement and train personnel on emergency actions procedures, prepare Public Affairs (PA) Plans and develop transportation/deployment plans to support actual/exercise systems employment. This position is located in Colorado Springs, Colorado. Cyber Security Specialist: This person must have a minimum of three (three) years experience in the Special Access Programs Administration. They must be able to provide basic security advice and security support to collateral and SAP Programs and emerging CYBER mission areas and must be able to provide classification guidance and assistance for security programs to include collateral, SCI and SAP Programs. There are two (2) positions, both located in Colorado Springs, Colorado. SSO SCI Security Specialist: This person serves under supervision of the Special Security Officer (SSO). In accordance with applicable Department of Defense (DoD), Director of Central Intelligence (DCI) and Air Force directives, regulations and instructions, implements local policies and procedures to ensure the effective and efficient management of all aspects of SCI Personnel Security. With assistance from the SSO, the contractor maintains/updates the SCI Billet Structure (SCIBS) for the entire installation, and geographically separated 14 AF and 614 SCS Operating Locations. Processes requests for changes to SCIBS, including analyzing requests to assure proper need-to-know justifications are enforced. This individual prepares SCIBS-related correspondence for appropriate agencies. Responds to requests for additional information needed to complete adjudications. Receives and responds to requests for SCI eligibility, recertification, and special purpose/interim SCI Accesses, insuring validity of the requests. Reviews and acts upon authorities to indoctrinate SCI personnel, including pre-screening interviews and indoctrination briefings. This person participates in the management of Security Information File (SIF) Program and Discharge for Cause actions. Sends and receives SCI visit requests, and provides facility badge access. Responsible for ensuring all assigned personnel meet/maintain the appropriate security clearance requirements, in accordance with DCID 6/4. Verifies and acts on requests for temporary and annual SCI courier authorizations, and issues those certifications. Acts as an SCI courier. Updates and queries required information systems as needed to perform assigned duties. Maintains required hard-copy files to perform assigned duties. Prepares and executes required periodic reporting and or audits/reviews in accordance with applicable directives, regulations, and instructions. Provides continuous training and guidance in all areas of SCI security; including but not limited to, local procedures, Operations Security (OPSEC), Communications Security (COMSEC), Security Awareness, handling/safeguarding/marking classified material/information, foreign travel requirements, entry procedures, escort procedures, document control procedures, security incident/violation reporting procedures, and classification review/guidance. Develops and updates personnel security responsibilities for Special Security Representatives (SSRs). Insures SSRs are appropriately appointed, managed, and trained. Analyzes and assesses issues with SCI personnel security and proposes solutions that meet standards set by applicable regulations, directives and instructions. This person will also be responsible to assist the SSO in maintaining accreditation for SCI Facilities (SCIFs) and SCI systems in accordance with DCI Directive 6/9 (DCID 6/9) and the JDCSISSS. Maintains liaison with adjudicating agencies to expedite adjudication process. Coordinates with Foreign Disclosure Officer on SCI access for Foreign Nationals. Coordinates with SCI Information Assurance (IA) personnel to eliminate potential conflicts among local Personnel Security, Information Security and IA policies and procedures. Maintains liaison with local Security Forces and Office of Special Investigations, to insure security procedures, policies, and training are properly coordinated, and available to SCI personnel. This position is located in Lompoc, California. Due to the nature of this work, an interested contractor must demonstrate that it has no organizational conflicts of interest IAW FAR 9.5. The contractor cannot provide any of these same services to any contractor who currently holds a prime or subcontract at any level with the Space and Missiles Systems Center. If your company provides these services to any non-government organization, you must identify those organizations in your Statement of Capabilities response. In addition, you must disclose any other potential conflicts of interest that may exist. Interested contractors are invited to submit a Statement of Capability (SOC) addressing the ability to satisfy the above requirement to SMC SYSW/PK, Attn: Mr. Charles Julian, 483 N. Aviation Blvd, Los Angeles AFB, El Segundo, CA 90245. All responses are due no later than Aug 28, 2009, 3:00 pm Pacific and must conform to 8.5 x 11-inch pages, font no smaller than 12-point font. The total page limit for the statement of capability is 11 pages which will be as follows: up to 10 pages to demonstrate the contractor's ability to fulfill the requirements of the contract at the time of contract award, up to one page for the cover letter. The SOC must include the following information: 1.) Company Name, mailing address, points of contract, and telephone numbers; 2.) Business size classification (large, small, or other). The Statement of Capability must also include 1) Experience in specialized security services; 2) Ability to satisfy the Government's performance requirements described above, 3) a list of customers for which you have previously provided these same services to with points of contact (phone and email), and 4) a statement that you do not provide these services to any of prime/subcontractor with the Space and Missiles Systems Center. The SOC must be completely unclassified. All responsible sources may submit a SOC, which will be considered. Responses from small and small disadvantaged businesses firms are highly encouraged. Any information submitted in response to this synopsis is strictly voluntary. The Government does not intend to award a contract on the basis of this announcement. All data received in response to this synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not reimburse any cost associated with submitting information in response to this Request for Information (RFI), nor shall any costs be allowed on any Government contract. The NAICS code for this effort is 541690, Other Scientific and Technical Consulting Services and the small business size standard is $7,000,000. Mr. James Gill, USAF AFSPC SMC/PK is the Ombudsman and has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
