Description
THIS IS NOT A SOLICITATION, REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ), REQUEST FOR APPLICATION OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARH PURPOSES. The Tobacco Control Network (TCN). The Tobacco Technical Assistance Consortium (TTAC), was established at Rollins School of Public (RSPH) at Emory University to provide training and technical assistance exclusively to state and local tobacco control programs and partners. The TCN which includes program managers and key staff from all state tobacco control programs, has an Executive Committee of officers, regional representatives, and partners from other national organizations. Management of TCN involves staffing the Executive Committee, providing services to members (website, membership roster, Tobacco-Free Press), representing the TCN with other national partners, and providing information exchanges, technical assistance, and training to members. TCN management requires intensive staffing, expertise in state tobacco control programs, and familiarity with national partner organizations, including identifying and eliminating health disparities related to tobacco. Based on market research the Government has concluded the TTAC, Rollins School of Public Health is the only firm capable of meeting the Government's requirement. However, if any interested party believes it can provide the above services, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the vendor can perform the requirement. This notice is amended to include the period of performance. The period of performance is for 60 months, a base year of 12 months plus 4 option years. The capability statement must be received in the contracting office by the response date. The subject line of the email shall be "Tobacco Control Network Capability Statement 2008-N-10452". Capability statements will not be accepted after the response date. All questions must be emailed to fwv2@cdc.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
