- Solicitation AG-82X9-S-09-0266 is for a multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for appraisal services for Region Two, Rocky Mountain Region of the U.S. Forest Service. Contractor(s) are required to furnish all materials, supplies, tools, equipment, personnel, and travel to perform appraisal services on an as-ordered basis. Appraisal services include(s) consultation, review appraisal reports, market survey, market research, lease analysis, summary and complete self-contained appraisals. All work shall be completed and reported according to the Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Appraisal Standards for Federal Land Acquisition(s) (UASFLA), Forest Service Handbook (FSH) 5409.12, FSH 5409.13, FSH 2709.11, and FSH 5509.11. Individual task orders and projects may require travel throughout the Rocky Mountain Region of the U.S. Forest Service. These areas include the states of Colorado, Wyoming, South Dakota, Nebraska, and that area surrounding the Cimarron National Grasslands in southwest Kansas. The majority of the task orders will be issued for areas located within this Region, but this solicitation and resultant contract can include additional areas of travel outside the Region or in a joint project with another Federal agency or Region. Various project assignment(s) can include travel on rough terrain on foot, horseback, all-terrain vehicle (ATV), or snowmobile in harsh conditions. This contract will be a multiple award IDIQ contract with competitive firm fixed price task orders placed against the contract. Each task order will be competed between the contract holders. This project is set aside for Small Business Concerns in accordance with FAR 19.502. The anticipated solicitation issuance date for this project is on or around August 31, 2009. The anticipated due date for offers is October 1, 2009. These dates are subject to change. The dates will be confirmed in the solicitation package and any amendment issued to the solicitation. All Offerors who submit a proposal for this project must be registered to the Central Contractor’s Registry (CCR) in accordance with FAR 52.204-7 and must have completed Representations and Certifications (ORCA) in accordance with FAR 52.204-8. Offerors who fail to register to CCR and complete ORCA will not be considered for award. All Offeror’s must respond to the required evaulation criteria of the solicitation to be considered for award. All offerors must reply to all evaluation critiera included in Section M of the solicitation package as well as submit one copy of the Return this Copy solicitation package in order to be considered responsive to the solicitation.
