Description
The Marine Design Center (MDC) of the U.S. Army Corps of Engineers (USACE), Philadelphia District intends to initiate an Invitation for Bid (IFB) procurement of the final engineering design and construction services for one (1) inland waters non-self propelled welded steel excavator/crane barge conforming to commercial standards from a shipbuilding contractor. From the final design package, the contractor will construct, test and deliver the ready and mission capable barge intended to serve the U.S. Army Corps of Engineers, Memphis District in Memphis, TN in support of its river bank revetment mission on the Mississippi River system. The vessel's primary mission is the lifting and placement of rock on the prepared river banks prior to the setting of the revetment mats. The barge in its mission carries the existing Memphis District owned Caterpillar Longboom Excavator and shall also carry the Memphis district owned LinkBelt LH 218 crane. The vessel will have the following principal particulars: 1) Classed with ABS Maltese Cross A 1, Barge, River Service, Reinforcement B; 2) Symmetric rakes, reinforced for grounding, at both ends, with a ramp at the working end for on/off loading of the excavator, crane or Memphis District owned bulldozers; 3) 200Lx 40Bx 8D barge size; 4) ~3000 SF Deckhouse at the aft end of the barge; 5) Two (2) diesel generator sets meeting the stated specifications The solicitation has been formatted as a contract design requiring some design development. This contract will utilize MDCs two phase contracting methodology. Liquidated damages are included in this contract and bonding and insurance are required. Solicitation No. W912BU-09-B-0027 will be available on or about July 29, 2009 via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractors responsibility to monitor FBO for any amendments. Bidders are responsible for printing copies of the IFB and any amendments. Bids will be due on August 26, 2009. All contractors are required to be registered in the DODs Central Contract Register before award as required by DFARS 204.7300. Also, contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans.
