Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA), on behalf of the U.S. Army Medical Research and Materiel Command (USAMRMC), is seeking information for the purpose of obtaining market research only. This is NOT A NOTICE OF SOLICITATION; but rather, a Request for Information (RFI) from industry that will allow the Government to identify interested sources capable of meeting the described requirement, and develop an acquisition strategy. The information sought herein is for planning purposes only and shall not be construed as a Request for Quote (RFQ), Request for Proposal (RFP), Invitation for Bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED UNDER THIS SYNOPSIS OR UNDER THIS SOLICITATION/ANNOUNCEMENT NUMBER. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses to this notice are not offers; will not be accepted by the Government to form a binding contract; and will not be returned. All information that is marked proprietary and received in response to this RFI, will be handled accordingly. This Notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Should a requirement arise, the full description will be detailed in the resulting solicitation. Questions concerning the requirements for a future solicitation will not be entertained. The U.S. Army Medical Research and Materiel Command (USAMRMC) is a major subordinate Command of the United States Army Medical Command. The USAMRMC directs the management of a number of medical research, development and acquisition programs and began managing the Breast Cancer Research Program (BCRP) in fiscal year 1992 (FY1992). With a Congressional appropriation of $210M in FY 1993 to the Department of Defense for extramural peer-reviewed breast cancer research, the office of the Congressionally Directed Medical Research Programs (CDMRP) was established. From FY1992 to 2009 CDMRP has managed almost $5.3B and currently executes 18 programs in various diseases that are described at http://cdmrp.army.mil. The CDMRP funds scientific research focused on eradicating diseases and supporting the warfighter for the benefit of the American public. Critical to the success of the CDMRP is the two-tier review process, scientific peer review followed by programmatic review which is used to develop a portfolio of scientifically meritorious and programmatically relevant research projects. In addition, ongoing management of funded projects results in the generation of scientific outcomes (i.e., publications, patents, research findings) that are captured in a variety of ways to gauge effectiveness, return on investment and other measurements., including a research outcomes database, portfolio analysis, and program evaluation studies. In addition, research accomplishments are shared among the scientific community via the CDMRP external website and CDMRP-sponsored research meetings. The CDMRP is seeking to identify existing web-based applications to support these processes including, but not limited to: 1. Identifying scientific expertise based on proposal data 2. Perform advanced ad hoc data mining and analysis of scientific outcomes captured in CDMRPs database 3. Generate automated categorization of research portfolio based on internationally recognized scientific and disease taxonomies 4. Generate automated categorization of research based on CDMRP developed categorization taxonomies 5. Interface with external databases (i.e., USPTO, CRISP, PUBMED) to perform cross reference of CDMRP research data. The proposed application should be web based, allow for flexibility in reporting formats, capable of user customizable generation of reports, and mining data stored in multiple databases. The proposed system must be capable of meeting industry standards for ensuring security of proprietary data and be capable of a system-to-system transfer of data and files utilizing current web services technologies. Vendors with existing systems meeting these requirements are invited to provide detailed specifications to include: System capabilities and functions, hardware and software requirements, licensing options. Indicate if there are any DOD/Army customers currently using this product. Indicate if the product has current Army CoN (Certificate of Networthiness) and Army IPv6 compliance certification. RESPONSES ARE REQUESTED BY 4:00 P.M. EASTERN TIME ON AUGUST 28, 2009. Interested firms may submit capability statements via e-mail, with Response to RFI W81XWH09RFI0729 included in the subject line, to Mr. Chris Sherman at chris.sherman2@us.army.mil. Responses should not exceed 10 pages when printed and should be transmitted with attachments in Microsoft Word or pdf format. Maximum allowed electronic file size is 4 megabytes.
