- This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of potential HUBZone firms for a potential HUBZone business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME ; therefore, DO NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and personnel necessary to perform the described project are invited to provide feedback via e-mail to Ms. Phyllis Charles at Phyllis.C.Charles@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources in the following categories: Certified HUBZone, 8(a), SDVOSB, and other small business firms for the External Technical Review (ETR) of the Truckee Meadows GRR. This project is planned for advertising in August 2009. The NAICS Code is 541330, the size standard is $4.5 million (average annual receipts for preceding three fiscal years), and the Product Service Code (PSC) is R425, Engineering Services. The duration of the project is 42 calendar days. PROJECT DESCRIPTION The Contractor shall provide all technical personnel, equipment, materials, and quality control to conduct an External Technical Review (ETR) of the Truckee Meadows GRR. This project will review a comparison between 2006 and 2009 economic processes, models, inputs and results for the Truckee Meadows GRR study. The specific experience specified below for the reviewer is required because the reviewer will be the technical expert reviewing that same information. The reviewer must be an Economist with an accredited degree in economics and an HEC-FDA modeling background with an emphasis in economic analysis. The reviewer needs to have extensive experience using the Palasades @Risk program, specifically using regional flood risk management templates (used in different formats throughout SPD). The reviewer needs to understand USACE guidance found in ER 1105-2-100 and ER 1105-2-101. The reviewer shall have experience working with ArcGIS, and more specifically with the Spatial Analyst and 3D Analyst extensions. The reviewer shall have experience working with non-federal agencies in flood risk management. In consideration of ethical and conflict of interest issues, the reviewer shall not have worked on any contract task for either the USACE Sacramento District or the local sponsor (Washoe County) on the Truckee Meadows GRR. CAPABILITY STATEMENT The following requests are designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective HUBZone contractor's project execution capability. Please provide your response to the following. The submission is limited to 4 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in bidding on the solicitation when it is issued. 3) Offeror's capability statement demonstrating the Offeror's ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4) Offeror's HUBZone certified status, the number of years in business, and your DUNS number. 5) Offeror's Joint Venture information if applicable - existing and potential. The Capabilities Statement for this sources sought is not a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the company's ability to demonstrate existing-or-developed expertise, past performance, and experience in relation the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement as long as the Offeror's submission stays within the 4-page limit. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information or materials provided in response to this Sources Sought Notice and submittals will not be returned to the sender.
