Description
NASA/ARC has a requirement to re-polish and re-figure the front-surface M1 mirrorfabricated by L-3 Communications SSG-Tinsley (L-3 Tinsley), which was delivered to ARC inJanuary 2009 under contract NNA07BB29C. The surface figure of this off-axis optic is anextremely challenging asphere, with large radius of curvature changes over smalldistances, going from significantly concave to convex in a radial distance of only a fewmm; as described by the Design 2 Medium prescription in the document Design of thesecond generation PIAA system dated October 25, 2007 by Olivier Guyon. The mirror is acritical component of the Phase-Induced Amplitude Apodization (PIAA) coronagraph systemfabricated by L-3 Tinsley. This newly solicited effort consists of two tasks. Task 1 ofthe project consists of the vendor measuring the surface figure of thegovernment-supplied M1 by profilometry and also by interferometry against avendor-supplied computer generated hologram. Task 2 requires that the mirror must bepolished to extremely high surface quality (better than 3 nm RMS) using narrow footprintion beam figuring techniques. It is not intended that the fundamental shape of the M1surface be changed in Task 2.NASA/ARC intends to purchase the items from L-3 Communications SSG-Tinsley of Richmond,CA. L-3 Tinsley produced the custom optical system that has the component ARC scientistsare seeking to modify, so the vendor's previous experience is essential for the successof this new procurement. The vendor has invested substantial engineering effort intosuccessfully manufacturing custom computer generated holograms needed to figure themirror. L-3 Tinsley has also made a substantial investment in fixtures and tooling tofigure and measure the PIAA M1 optic, and selecting another vendor would delay theprogram and increase the cost since these fixtures and tooling would have to beduplicated.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 12 August 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.Information about major upcoming ARC procurement actions is available athttp://ec.msfc.nasa.gov/cgi-bin/eis/admin/admin.cgi?center=ARC An Ombudsman has been appointed.
